To : AMM - Roger Peterson <br /> From : Pauli'ne Langsdorf , Crystal City C:ouncilmemberk <br /> Subject : Resolution Requesting That Hennepin County Provide a <br /> Scale and Personnel to Operate the Scale at the Maple <br /> Grove Compost Site <br /> Date : August 27, 1987 <br /> In order to decrease the amount of residential waste material <br /> being landfilled, it is desirable to remove compostable yard <br /> wastes from the residential waste stream. A substantial portion <br /> of the waste stream is compostable yard wastes, with the yard <br /> waste proportion increasing considerably during the fall . <br /> Hennepin County provides a composting site in Maple Grove for the <br /> cities to use as an alternative tolandfilling yard wastes . Using <br /> this site not only greatly decreases the volume and tonnage goinq <br /> into our landfills but also reduces the cost of garbage pickup <br /> service to the hauler as there is no tippinq fee charged at the <br /> compost site. <br /> It is necessary for the garbage trucks to be. weighed for <br /> verification of the amount delivered in order to qet credit for <br /> the tonnage of yard waste deposited at the Maple Grove site . <br /> Currently it is the responsibility of the city or the garbage <br /> hauler to provide for the weighing of these trucks . This requires <br /> that trucks travel some distance out of their way in order to be <br /> weighed, if indeed they can find a place to be weighed . This <br /> inconvenience along with extra cost in travel time discourages use <br /> of the composting site . <br /> Hennepin County does plan to provide a scale at the composting <br /> site when a permanent site is developed . However, that does not <br /> help the problem faced by the cities this fail . If' Hennepin County <br /> would supply a scale and personnel to run the scale at the site it <br /> would be of assistance to all cities who are trying to comply with <br /> the county mandate to remove 16% of the material from the solid <br /> waste stream by 1992 . <br /> Currently St. Louis Park, Robbinsdale, and possibly 5t . Anthony <br /> are using the composting site . St . Louis Park has their <br /> contracted hauling company bring the loaded trucks to the city <br /> garages for weighing . This requires backtracking of the trucks <br /> for a large portion of the city . The contract hauler for <br /> Robbinsdale and St. Anthony uses scales at a gravel company <br /> . located near the composting site. I ' ve learned that the gravel <br /> company could not accommodate the trucks for even one more city . <br /> I understand that the County Sheriff - has portable scales which are <br /> used for weighing trucks . Should the installation of a scale be <br /> ,^ <br /> cost prohibitive for the season at this site which the county <br /> considers temporary, possibly a portable scale could be used . <br /> If the County would provide this additional service, using the <br /> compost site would become more feasible for the cities . Is it <br /> possible for AMM to assist in lobbying the County for this? <br />
