Burt, City Manager <br /> ITEM : SALE OF LOTTERY TICKETS <br /> The City Council has never formally had the opportunity to -make the <br /> decision if the City should apply for a retail site to sell lottery <br /> tickets in the municipal liquor stores. The cost of applying for a <br /> retail site is $100. 00 per location. <br /> The state presently has more applicants than. it does sites available. <br /> They are presently considering approving all municipal liquor operations <br /> over and above the cap. However, a final decision has not been reached. <br /> If the Council approves the sale of lottery tickets in the municipal <br /> liquor stores, staff will hold our application until the state has <br /> reached a decision so our application fee is not wasted. <br /> There are many moral, philosophical and personal opinions . about the <br /> lottery. Staff views the lottery as just another way to get people in <br /> the door of our stores. The Council should also understand that <br /> whether this request is denied or not, lottery tickets will be sold in <br /> businesses in the City. The Council will not have authority to take <br /> action on any private business' ability to sell lottery tickets. <br /> :cjk2.13.90 <br />
