The City Manager responded it may be possible <br /> 3 if the subscriber locked out all the rest of the channels on Basic. The City <br /> 4 Manager noted that restacking of the cable channels is being considered by <br /> 5 the Congress and that access channels may be placed lower on the dial . <br /> 6 <br /> 7 9. UNFINISHED BUSINESS <br /> 8 <br /> 9 A. Ordinance No. 1990-002; Temporary Beer Licenses - Second Reading <br /> 10 The City Attorney advised that there is a state statute which allows the <br /> 11 sale of wine and liquor by clubs, charitable organizations, religious organizations, <br /> 12 and non-profit organizations. <br /> 13 <br /> 14 Councilmember 'Makowske inquired if the Village Fest could be approved for <br /> 15 a temporary license by the Ordinance. She was advised it could be. Mayor <br /> 16 Pro-tem Ranallo stated he had no problem with granting a temporary license <br /> 17 for a period of one or two days. <br /> 18 <br /> 19 The City Manager advised that Village Fest could- qualify for a liquor license <br /> 20 within three years. Mayor Pro-tem Ranallo felt control ofithis . type of sale <br /> 21 should be kept by the City. The City Attorney advised that the requirements <br /> 22 of the City Council can be more restrictive than those of the State. <br /> 23 <br /> 24 Mayor Pro-tem-Ranallo inquired if St. Charles Church could by-pass requesting <br /> •25 a wine license from the City Council and make such a request directly to <br /> 26 the State. The City Attorney advised this cannot be done. Tom Burt also noted <br /> 27 that Village Fest could request another organization in the Ci.ty to sponsor <br /> 28 the sale of wine. <br /> 29 <br /> 30 Motion by Ranallo, second by Makowske to approve the second reading of <br /> 31 Ordinance No. 1990-002. <br /> 32 <br /> 33 Motion carried unanimously <br /> 34 <br /> 35 Motion by Ranallo, second by Enrooth to direct the City Attorney'to research <br /> 36 the matter of wine being incorporated into the Ordinance. <br /> 37 <br /> 38 Motion carried unanimously <br /> 39 <br /> 40 A City Council work session is scheduled for Tuesday, May 1 , 1990 at 7:00 <br /> 41 p._m. in the Council Chambers. <br /> 42 <br /> 43 Councilmember Makowske inquired why check #06564 and check #06567 were included. <br /> 44 in the Liquor Accounts Payable. The City Manager felt the invoices may have <br /> 45 been coded incorrectly. He will review the matter and advise Councilmember <br /> 46 Makowske. <br /> 47 <br /> 48 Councilmember Makowske also questioned the purpose of check #07075. She was <br /> 49 advised this was issued for expenses from the Volunteer Recognition Luncheon. <br /> 50 Councilmember Makowske requested that Councilmembers receive the lists of <br /> • <br />
