Regular Council Meeting <br /> November 27, 1990 <br /> 1 payers taxes will not be reduced because the money will be used to reduce <br /> 2 the State deficit. <br /> 3 Miscellaneous: This area of income includes court fines, variances and <br /> 4 special assessments. <br /> 5 Refund & Reimbursements: The Liquor store is not tax supported. From <br /> 6 1990-91, Burt said that this area is growing about 31% because he is taking <br /> 7 another $46,000 and transferring into the general fund expenditures. This <br /> 8 transfer has avoided having to reduce City services. <br /> 9 <br /> 10 Finance Director Roger Larson talked about how the City's share of the <br /> 11 property taxes is calculated. The proposed tax levy for '91 is $1,596'.25. The <br /> 12 net figure is $1,134.88. After adjustments, the total current tax rate is <br /> 13 21.108. The two areas that the City loses State aid are Local Government <br /> 14 Aid, down $25,774 and the Homestead Credit Aid, down $60,187, thus <br /> 15 raising the tax rate. The other area of loss for the City is the decrease in <br /> 16 taxable value of Apache Value. Larson said that Staff analyzed neighboring <br /> 17 communities that were similar in size. In that survey St. Anthony came up <br /> 18 right in the middle at 16.664% for 1990. <br /> 19 <br /> 20 Burt said that when the communities were compared, they also included <br /> 21 proposed increases. Again St. Anthony was in the middle. St. Anthony is <br /> 22 successful in a flat market of sales because it is a better buy for the tax <br /> 23 dollar. The City has its own full-time fire, police and water is provided. <br /> 24 . <br /> 25 Burt then explained how the 1991 tax dollar is split: School District #282, <br /> 26 48a; Hennepin or Ramsey County, 30a: City, 16c, and other is 8Q. "Other," the <br /> 27 most rapid growing area, includes the Metropolitan.Council and H.R.A. <br /> 28 <br /> 29 Burt went on to say that State budget problems are only beginning. The City <br /> 30 could possibly lose up to $400,000 in aid. Should that happen, Burt said that <br /> 31 certain departments would be eliminated or the taxpayer would have to pay <br /> 32 the cost. All of this, he said, depends on how well the State solves its deficit <br /> 33 problems. <br /> 34 <br /> 35 Mayor Ranallo then described how each member of the Council works with <br /> 36 different agencies to assure a fair share for St. Anthony. The Mayor then <br /> 37 opened the hearing for questions from the audience. <br /> 38 <br /> 39 Mike LeVann, 2504-34th Avenue NE, asked how close the actual spending <br /> 40 is this year to the budget. <br /> 41 <br /> 42 Burt said the budget will be very close, probably be in the upper 90%.
