Regular Council Meeting 6 <br /> November 27, 1990 <br /> 1 up about $198,000 per year. He attended a meeting today with Lt. Gov. elect <br /> 2 Janelle Durstad who said there will be a recommendation that all local <br /> 3 government aid be cut out. When $50,000 was taken away in the middle of • <br /> 4 last year, City staff was informed to cut back. The City's general fund has <br /> 5 about $443,000. Also, not all that is budgeted is spent. Additional <br /> 6 expenditures that had to be met but did not exceed budget were for the <br /> 7 recent rash of burglaries and need for additional help and picking up of <br /> 8 branches after the July storm. In 1988 the budget surplus was moved into <br /> 9 the Capital Equipment Fund which is used for items such as a fire truck or <br /> 10 snow plow. <br /> 11 <br /> 12 Tom Burt's presentation explained the expenditures included in the budget. <br /> 13 Mayor & Council Budget: Has decreased by 34% for 1991. The increases <br /> 14 include an addition of the stipend paid for a Council Secretary. The State <br /> 15 now requires the City to provide pensions for elected officials. The drastic <br /> 16 drop in consulting services for '90-'91 is a result of transferring items into a <br /> 17 different program budget called Public and Intergovernmental Relations to <br /> 18 make expenditures more accurate which includes: Cable Franchise and <br /> 19 Dispute Resolution. 321 is the Newsletter that is sent to St. Anthony <br /> 20 residents. 342: most of this item was transferred out of the Finance <br /> 21 Department. This money goes to those groups that lobby on the City's behalf. <br /> 22 General Management: 70% of the budget is made up of salaries. The City <br /> 23 has until December of '91 to implement Comparable Worth as mandated by <br /> 24 the State. As a result, Burt's Assistant and his Secretary will receive an • <br /> 25 adjustment. All salaries show a 4% increase to employees. <br /> 26 Elections: cost is down 13% because '91 is an off-election year. <br /> 27 Finance (as it relates to accounting): Two clerical positions will receive <br /> 28 a Comparable Worth adjustment. In addition, the accountant position was <br /> 29 upgraded to find better ways of saving money. Roger Larson was hired as <br /> 30 the City's Finance Director. Already this year, over $50,000 was saved as a <br /> 31 result of having someone to monitor finances. Insurance: Has dropped <br /> 32 from '90 because of retro-workers compensation. There are not many <br /> 33 workers injured and those who are injured often return to the work force to <br /> 34 limit the amount of money paid out. The City of St. Anthony has a $10,000 <br /> 35 deductible; the City is self-insured for the most part which helps keep the <br /> 36 premiums at lower rate. 342 Membership: Transferred out the National <br /> 37 League of Cities to a more appropriate category. Assessor: Increase is for <br /> 38 a Comparable Worth adjustment. <br /> 39 Consulting & Contracted Services: Contract with Hennepin County to <br /> 40 come in and assess homes otherwise there would be an additional salary cost <br /> 41 of approximately $15,000. This year they did the houses east of Silver Lake <br /> 42 Road, north of 33rd, and south of 37th. <br /> 43 Legal Budget: Two attorneys on retainers: one for general legal counsel, <br /> 44 $5,000 increase; another is a prosecuting attorney. <br />
