Section 360:40. Adoption of Moratorium. <br /> Subd, 1. Permits Prohibited. From the effective date of this Ordinance <br /> to and including July 9, 1992, subject to earlier termination or extension <br /> by the City Council, the City Council, the Planning Commission, the <br /> Building Official, the Board of Adjustments and Appeals, and the City <br /> staff of the City of St. Anthony shall not grant any permits, or accept <br /> any applications or requests for any permits, for the construction of any <br /> building, or addition to or alteration of any building, within the <br /> following described areas of the City, except as otherwise provided in <br /> Subd. 2 of this Section: , <br /> (a) The triangular area bounded by Kenzie Terrace, Coolidge Street <br /> and St. Anthony Boulevard. <br /> (b) Lots 1 and 2, Block 6, ?Murray Heights Addition to-Minneapolis. <br /> (c) Lots 1 and 2, Block 1, Murray Heights 3rd Addition to <br /> Minneapolis. <br /> i <br /> (d) That part of the Northwest 1/4 of Section 7, Township 29, <br /> Range 23, described as follows: Beginning at the point of <br /> intersection of a line drawn parallel with and 1079.8 feet '_Forth <br /> of the South line of said Northwest 1/4 with the original <br /> Northwesterly line of the County Road, said Northwesterly line <br /> being 33 feet Northwesterly of, measured at right angles to the <br /> centerline of said road (now known as County Highway No. 33); <br /> thence Southwesterly along the original Northwesterly line of <br /> said County Road, 300 feet; thence at right angles Northwesterly <br /> to an intersection with said line drawn parallel with and 1079.8 <br /> feet North of the South line of said Northwest 1/4; thence <br /> Easterly along said line so drawn to the point of beginning. <br /> Subd. 2. Exceptions. The Council may approve the issuance of a <br /> building permit where all of the following conditions are met: <br /> (a) The permit is not for a new building or the addition of space to <br /> an existing building. <br /> (b) The permit is for the repair, refurbishing, necessary <br /> upgrading or other improvement of the property without <br /> which a hardshiup would exist. <br /> (c) There is no change or.proposed change in the use of the <br /> property. <br /> • <br /> 2 <br />
