PLANNING COMMISSION
SEPTEMBER 17 , 1991 •
PAGE 4

' that all of the water from surrounding properties is deposited
in his backyard. She felt the drain tile which was installed
by the previous owner has helped to some degree. Mr. Rossa
noted that the hedge stops some of the water from draining to
the street and that some of the spring runoff is also
it redirected by this hedge. He suggested some landscaping would
help.

Gondorchin inquired if anyone took exception to the siding not
being done when the addition is completed. He had noted some
anxiety from the neighbors regarding this matter.

The City Manager suggested this could be made a condition for
granting the variance but wondered how the variance could be
revoked if the siding were not completed.

Brownell reviewed with the neighbors the chronology of the
house building in that area, particularly the three houses
adjacent to Preussner ' s . It was noted that his house was built
in three different stages . Madden inquired how much of his
house had a basement under it . Preussner responded that the
west two-thirds of the house has a basement and the rest has •
crawl space as will the addition .

The Public Hearing was closed at 8 : 00 p.m.

Brownell stated he is strongly in favor of granting the
variance as he feels the need for the variance is caused by
the ordinance since other homes adjacent to this one were set
farther back on the lots .

Werenicz is also supportive of granting the variance as the
ordinance created hardship and the water problems are also
hardships .

Madden is in favor of granting the variance but noted he is
troubled with the siding not being completed at the time the
addition is put on.

Murphy is in favor of granting the variance and feels all of
the conditions for granting the variance are in evidence in
this case. He also felt the comments of the neighbors affirmed
the history of water problems and that it would be ill-advised
to build the addition onto the back of the structure.

Gondorchin stated his concern with the siding not being
completed in a timely fashion . He referred to a problem of
this kind at a home on 33rd Avenue. He inquired how the •
requirement of completing the siding in one year could be
