. La thou a
APPROVAL. :
DATE=
November 19 , 1991
']CO : Planning Commission Members
:FROM : David M. Urbia, Management Assistant
=T EM : "STOP-N'SHOP SUPERETTE" , COMPREHENSIVE SIGN _PLAN
The issue at hand is consideration of a request for a comprehensive sign
plan from Stop-N-Shop Superette, Inc. , 1847 Johnson Street Northeast,
Minneapolis, for one pylon sign to identify the gasoline brand located
along 3813 Stinson Boulevard; which requires variances for size, number
of signs, and ground clearance height. Also included for consideration
in the comprehensive sign plan is a monument sign, ingress/egress signs,
and building signage.
The comprehensive sign plan would allow a pylon sign, a monument sign,
ingress/egress signs, and building signs. The monument, ingress/egress,
and building signs individually are within specifications of the sign
ordinance. The pylon sign does not meet the sign ordinance
specifications in the following areas: (1) minimum ground clearance is
six feet, twelve feet is required; (2) four price signs are proposed,
two are allowed; (3) each price sign is 13 . 44 square feet, eight square
feet is allowed; (4) 128 square feet in sign surface area is. proposed,
50 square feet is allowed (the planning commission previously indicated
120 square feet would be acceptable in the recodified sign ordinance) ;
and (5) a sign to identify the store and a smaller sign to identify the
gasoline brand is proposed, a sign to identify the. gasoline brand is
allowed.
The applicants initially proposed an 8 ' X 10 ' main sign and 4 ' X 4 '
price and gasoline brand signs. The applicants modified their proposal
to more closely reflect the ordinance specifications. The planning
commission requested that staff investigate the Amoco sign that was
allowed. The sign measures as follows: (1) the gasoline brand sign is
6 ' X 101 , 120 square feet (both sides) ; (2) the price sign number is two
(which is allowed) ; (3) the price sign size is 52' X 62 ' , 35. 75 square
feet (one side) , which exceeds the eight square feet allowed; (4) the
food price sign is 1 ' X 6121 ; and (5) the minimum ground clearance is
521 , determined by the total height given - 17 feet. In researching the
past Planning Commission minutes when the Amoco Station was presented,
the only mention of signage was as follows:
Commissioner Bjorklund was concerned about signage and the
potential for a "profusion" of signage. The engineer
indicated the St. Anthony station would be almost identical to
another Amoco station at White Bear and Suburban Avenues in
St. Paul and he showed an illustration of the station which he
indicated had essentially the same type of signage proposed
for this station.
