Rehabilitation Project <br /> for N:acalaster Manor Apartments were distributed to the <br /> Council . <br /> The objective of the project is intended to modify and <br /> improve Macalaster Manor Apartments to provide good <br /> quality affordable housing for low and moderate income <br /> -residents . <br /> Ken Solie , who is a member of the partnership which owns <br /> the apartment complex , advised the Council he is <br /> requesting a statement of support from the City ' s Housing <br /> and Redevelopment Authority for his request for funding <br /> being submittted to the Ramsey County C . D. B. G. program. <br /> Mr . Solie advised that he and the City Manager had already <br /> met with representatives of Ramsey County and he felt <br /> this statement of support would be very helpful . He also <br /> noted that those persons they met with appeared to be <br /> very enthusiastic about the plans . <br /> It was Mr . Solie ' s observation that the intent of the <br /> C . D. B.G . program is to supply funding for rehabilitation <br /> and remodelling of living units for low and moderate <br /> income individuals . He felt that Macalaster Manor <br /> Apartments met all of the criteria of the program and the <br /> current tenant base fits the definition. <br /> Mr . Solie acknowledged that there has been a performance <br /> problem in the apartment complex . He indicated he was <br /> aware of the high number of emergency and police calls <br /> made there . <br /> The partnership of owners has restructured the fina_:cing <br /> of the buildings .Mr . Solie advised that the application <br /> for funding must be made through the City combined wit; <br /> a Federal Housing Agency program. <br /> The Executive Director stated that to respond to this <br /> request the H .
