He will follow up on <br /> 10 this matter with the City' s bond counsel . <br /> 11 <br /> 12 It is still the hope of the: Executive Director to keep the <br /> 13 timelines to ten years . <br /> 14 <br /> 15 Secretary/Treasurer Marks noted that he did have some personal <br /> 16 reservations regarding this matter but; thinks it is necessary <br /> 17 to approve for the public good. <br /> 18 <br /> 19 Approval of Resolution No . 92-002. <br /> 20 <br /> 21 Motion by Marks , second by Wagner to .approve Resolution No. <br /> 22 92-002 , being a resolution approving 1992 amendments to the <br /> 23 Kenzie Terrace Redevelopment Plan and Kenzie Terrace Tax <br /> 24 Increment Financing Plan and requesting the approval of the <br /> 25 City Council and approving execution of Amendment of <br /> 26 Redevelopment Plan . <br /> Motion carried unanimously <br /> 9 <br /> 30 <br /> 31 Commissioner Fleming felt adding the south end project to the <br /> 32 Tax Increment District would make its development very viable. <br /> 33 <br /> 34 Executive Director Burt noted that much of the development in <br /> 35 south end area hinges on the future of the trailer court . He <br /> 36 recalled that previously merchants in the St . Anthony Shopping <br /> 37 Center were critical of extending the Tax Increment District , <br /> 38 but now appear to be supportive . <br /> 39 <br /> 40 Mr. Brewer, representative of La-Nel , thanked the H.R.A. for <br /> 41 passing the resolution . He mentioned this was rather a long <br /> 42 drawn out process but his partners were not critical of the <br /> 43 procedure. <br /> 44 <br /> 45 7 . ADVANCED DESIGN <br /> 46 <br /> 47 A letter was received from Janice Khan, President of Advanced <br /> 48 Design , 2500 Highway #88 , which addressed a collaboration <br /> 49 between the City and her firm for developing a program which <br /> 50 would improve the housing stock in the City. <br /> 51 <br /> 52 The Executive Director felt a program for removing or <br /> demolishing blighted homes and buildings holds some very <br /> positive possibilities for St .
