Council Meeting
May 26, 1992 •
Page 6

Mr. Bonniwell indicated he recalled the Council ' s intent of
letting the audit out for bids this year and thanked the Mayor
for telling him he had done an excellent job on the 1991 audit.

The agenda was suspended to take up the item under "A" NEW
BUSINESS.

IX NEW BUSINESS

A. Approval of City' s Insurance Carrier for 1992

Mark Flaten of American Risk Services, Inc. , was present to
discuss the League of MN Cities insurance renewal proposals
for insurance coverage for the City from June 1, 1992-May 31,
1993 as discussed in the City Finance Director' s May 21
memorandum to Mr. Burt which had been included in the
Council' s agenda packet.

Mr. Flaten told the Council that the City had again "plowed
new ground" when he and Mr. Larson had met with the League of
MN Cities Insurance Trust Representative a year ago and the
Finance Director had told him he had read someplace where
"lime yellow firetrucks were easier to see than red
firetrucks" . Mr. Larson' s suggestionthar. the League give a
discount for that color translated into a 10% discount on auto
liability for trucks of that color including St. Anthony' s.

Mr. Flaten drew attention to the City' s largest increase
which was for Workers Compensation. The decision to go to a
guaranteed cost rather than to a retroactive program proved to
be a wise decision he pointed out, because the City' s
experience this year was far worse than in prior years . The
Council agreed with staff that in view of anticipated
claims, the guaranteed cost program should be retained for
another year. Mr. Burt reported the City had -established a
Safety Committee this year to work with the League' s Loss
Prevention Representatives in an attempt to decrease these
types of claims, especially for back injuries .Mr. Flaten
perceived an improvement in premiums for the next year due to .
the League' s proposed deductible program and legislative
action this year.

The insurance representative indicated attendance of City
liquor servers at the League training sessions for liquor
servers could result in a $5,000 .00 cost saving for the City.
Mr. Flaten recommendations were accepted in the following:

Motion by Marks, seconded by Wagner to accept the League of •
Minnesota Cities insurance proposal as recommended in the
Finance Director' s May 21 memorandum to the City Manager.

Motion carried unanimously.
