1 REGULAR COUNCIL MEETING <br /> 2 OCTOBER 27 , 1992 <br /> 3 PAGE 8 • <br /> 4 <br /> 5 <br /> 6 Commissioner Werenicz advised that Connie Kozlak, who chaired <br /> 7 the Road Reconstruction Task Force, gave the report . <br /> 8 <br /> 9 The Planning Commission recommends that the City Council move <br /> 10 ahead in implementing the Ten- Year Plan as recommended by the <br /> .11 Task Force. The Mayor noted that the same plan was presented <br /> 12 to the City Council as was presented to the Planning <br /> 13 Commission . <br /> 14 <br /> 15 The City Manager stated that Ms . Kozlak is employed by the <br /> 16 Metropolitan Council and has access to information regarding <br /> 17 the criteria for sidewalk placement . He noted that sidewalks <br /> 18 are a consideration for heavily trafficed thoroughfares and <br /> 19 adjacent to commercial areas . <br /> 20 <br /> 21 Traff is counts wi 11 be taken on 29th and 33rd Avenues adjacent <br /> 22 to Silver Lake Road. Councilmember Marks felt a sidewalk would <br /> 23 be 'very desirable west of Silver Lake Road on 33rd Avenue . He <br /> 24 also felt two different counts should be taken, pedestrian and <br /> 25 vehicular. The City Manager felt counts east of Silver Lake <br /> 26 Road on 33rd Avenue may not be useful as students who go to <br /> 27 the school on that street have a habit of not using sidewalks . <br /> 28 •2_9 The Mayor inquired if neighborhood meetings will be held to <br /> 30 explain the street reconstruction. The City Manager stated <br /> 31 that they would and costs, timeframes and inconveniences of <br /> 32 street construction will be addressed . The Engineer will <br /> 33 conduct the neighborhood meetings . <br /> 34 <br /> 35 The City Manager felt that Old Highway #8 was a good example <br /> 36 of a good improvement . He suggested that some property owners <br /> 27 will object to the assessments for the reconstruction, but <br /> 38 that most will want to invest in improving St . Anthony.. <br /> 39 <br /> 40 The City Attorney cautioned that no assessment can exceed the <br /> 41 value of the improvements to the assessed property. <br /> 42 <br /> 43 Press releases will be sent out by staff to advise all <br /> -44 affected property owners of the impending improvements and of <br /> 45 the neighborhood meetings . <br /> _46 <br /> 47 4 .
