5. Any ordinance authorizing, providing for or otherwise relating to any <br /> public improvement or the acquisition by the City of any property or <br /> property right. <br /> 6. Any ordinance making assessments for public improvements. <br /> 7. Any ordinance dedicating or accepting any plat or subdivision in the <br /> city. <br /> 8. Any ordinance vacating a public street or alley. <br /> 9. Any ordinance which by its nature would be considered as an <br /> ordinance of special application. <br /> The repeal of any ordinance under this Section shall not be construed to revise any <br /> ordinance or part of an ordinance which was previously repealed by the ordinance <br /> repealed by this ordinance. <br /> Section 4. Effect of ReReal. The repeal of any ordinance by the preceding <br /> section shall not affect or impair any act done or right vested or accrued or any <br /> proceeding, suit or prosecution, all of which shall remain in full force and effect as if <br /> such repealed ordinance had remained in force. No offense committed and no <br /> liability, penalty or forfeiture, either civilly or criminally incurred prior to the date <br /> of this ordinance, shall be discharged or affected by the repeal or alteration of any <br /> ordinance by the City Code. <br /> Section 5. Subsequent Ordinances. Ordinances passed after the effective date <br /> of the Code shall be passed as amendments or additions to the Code unless they are <br /> of lin-dted or special application, or are otherwise deemed not to be a part of the <br /> Code. Amendments or additions to the Code shall be incorporated into the Code as <br /> provided and as directed by the City Council, and any subsequent reference to the <br /> Code shall be deemed to include any such amendments and additions. <br /> Section 6. Revisions. The Code is prepared in loose-leaf form so that it may <br /> be kept up to date regularly by the insertion of revised or additional pages. The City <br /> Council shall direct the City Clerk or City Attorney to prepare revised and additional <br /> pages after the adoption or amendment of any ordinance so as to keep the Code up <br /> to date at all times. <br /> Section 7. Severability. If any chapter, section, paragraph or provision of the <br /> Code is declared invalid by any court of competent jurisdiction for any reason, such <br /> decision shall not affect the remaining portions of the Code, whichwill remain in <br /> full force and effect. The provisions of the Code are hereby declared to be severable. <br /> 2 <br />
