Burt, City Manager <br /> FROM: David Mark Urbia, Management Assistant <br /> ITEM: CONTRIBUTION OF CITY FUNDS TO SARAH CARLSON FOR MISS <br /> TEEN OF AMERICA CONTEST <br /> In a conversation with City Attorney Bill Soth, he stressed two considerations in this matter. <br /> There is a legal consideration and a political consideration. City funds can be contributed <br /> legally if it is in the public interest and if it promotes and benefits the City. If the City <br /> Council were to contribute, it must make a finding that it is in the public interest and promotes <br /> and benefits the City. If it were a local contest, the City could not sponsor one person over <br /> another. In this case, it is a state-wide event with only one person representing St. Anthony, <br /> so possibly some finding could be made. If more than one person were from St. Anthony at <br /> this event, the City could not contribute to one and not the other. <br /> If the City finds that it can, legally contribute the money, it must look at the political <br /> ramifications. Is this expenditure the sort of thing to spend City taxpayer dollars. <br /> • <br />
