REGULAR COUNCIL MEETING •
SEPTEMBER 28 , 1993
PAGE 6

Mr . Higgins inquired if the contract on the sod and the
compacting could be extended two or three years .

The City -Attorney advised that the contracts are all signed
and have a one year warranty. After that year passes , the City
has no recourse with the contractor. The City may be able to
do some work with fill if this becomes necessary.

Lorraine Narog, who lives on 31st and Hilldale, noted her
street is scheduled for a project next year. She has lost
confidence with what she has heard at this meeting.

Councilmember Marks stated he knows no one on the Council
wants to repeat this type of meeting next year. He feels
communication and advance information should be primary with
the 1994 projects .

Discussion followed regarding having only one phone number or
one person to be contacted when there are questions or
concerns about progress of a given project . Councilmember
Marks felt this would facilitate keeping an accurate log of •
concerns and information . He also stated this information
should be routed to all members of the City Council as well as
other appropriate persons .

Motion by Fleming, second by Wagner to table approval of
Resolution No. 93-048 for two weeks with the intention of
replacing the designated engineering firm.

Councilmember Marks stated there is no problem with the
feasibility study mentioned in the resolution. He felt there
should be some criteria established before engineering
services are solicited. Changing firms will interrupt
continuity being experienced with Maier Stewart & Associates .
Also, communication should be specifically addressed.

Counci.lmember Marks felt there could be advantages in
selecting an engineering firm who has experienced problems
such as those associated with this project and have learned
from those problems .

Councilmember Wagner supports the position that some valuable
experience will be lost if this particular firm does not
continue working on the 1994 project .

•
