Zoning. I understand this'division is being proposed because the <br /> owner wishes to construct a proposed addition to the nursing home facility for the <br /> care of Alzheimer's patients. I assume that this will fall under the classification of a <br /> "nursing home" under Section 1630.03, which is a permitted conditional use for <br /> Multiple-Family District. Presumably, the owner will be applying for a conditional <br /> use permit. The other zoning provisions and dimensional requirements of the R-4 <br /> District will apply to the proposed division. <br /> 2. Division Without Platting. The property is currently described as Lots <br /> 8 through 13, Block 11, Moundsview Acres Second Addition. The owner proposes <br /> to divide the total property into two parcels identified as Parcels A nd B on the <br /> survey by Egan Field & Nowak. One of the first questions the City must consider is <br /> whether this division should be permitted without a plat.•Subdivision without <br /> platting can be considered under Section 1500.8. The City can waive the <br /> requirement for a plat if it finds that comps orrice with the platting requirements <br /> would create an unnecessary hardship or expense because of the nature of the <br /> subdivision, and failure to require a plat does not interfere with the purposes of the <br /> subdivision ordinances. In making this decision, the City should consider the <br /> number of parcels, the complexity of the legal descriptions and the necessity for <br /> • dedication of streets or drainage and utility easements.
