CALL TO ORDER/ROLL CALL. <br /> 5 The meeting was called to order at 6:30 P.M. by Mayor Ranallo. <br /> 6 II. ROLL CALL. <br /> 7 Councilmembers Present: Ranallo, Marks (Arrived 6:35 p.m.), Enrooth, Wagner, and <br /> 8 Faust. <br /> 9 Also Present: Michael Mornson, City Manager and Jerry Gilligan; City Attorney. <br /> lo III. DISCUSSION ON PROPERTY VALUATION IN ST. ANTHONY <br /> 12 Mayor Ranallo explained this year there was a physical assessment done on a portion of <br /> 13 the homes in St. Anthony. He indicated the meeting tonight was to discuss the market <br /> 14 value of the property and not to discuss taxes. This meeting is an opportunity for <br /> 15 residents who felt they had not received a proper appraisal of the property, to voice their <br /> 16 opinion, and a second appraisal could then be ordered. <br /> 0 Hennepin County Appraiser L Miller and Carrie Luther were on hand to address <br /> P tY PP QTY <br /> 18 residents questions and concerns. Mr. Miller explained there is a ratio between what the <br /> 19 estimated market value of a home is and what the home will actually sell for. The ratio <br /> 20 Hennepin County strives for is 95%. <br /> 21 Marks arrived at 6:35 p.m. <br /> 22 Enrooth requested Mr. Miller explain the appeal process. Miller explained the initial <br /> 23 assessment was performed. The homeowner could then contact the Hennepin County <br /> 24 Assessors Office and voice their concern or complaint. If it was necessary, someone <br /> 25 would again go and look at the property. If the homeowner was not pleased with the <br /> 26 results, he could come before the Board of Review. At that time, another assessment <br /> 27 could be ordered. If the homeowner was again not pleased with the results, he could then <br /> 28 appear before the County Board of Equalization and then, if necessary, go to the <br /> 29 Minnesota Tax Court. <br /> 30 Mr. Miller stated there was an average of 4.3% increase throughout St. Anthony. <br /> 1 PUBLIC COMMENTS <br /> Tom Rose, 2709 St. Anthony Boulevard, stated his house is unique. During the rainy <br /> 33 season he is held hostage. He does not want to see this get out of hand. He does not <br />
