Mornson City Manager <br /> Mana <br /> � g <br /> FROM: Kin Moore-Sykes, Management Assistant <br /> ITEM: October 20' Planning Commission Meeting Summary <br /> 1. Planning Commission Representative. Dick Horst will be the Planning Commission <br /> Representative to the Council at the October 27' Council meeting. <br /> 2. Public Hearings. <br /> A. 98-10 Variance to Sideyard Setback at 3125 Roosevelt. The Planning Commission <br /> voted to recommend approval of Mary Silberschmidt's request for a 2-foot variance to the <br /> south sideyard setback to allow for the construction of a deck and reconfiguration of steps <br /> that currently exist in the setback. It became known during the public hearing that Ms. <br /> Silberschmidt has all but completed the construction of the deck and repair of the steps; all <br /> that is needed is to install the hand rail. When questioned about this Ms. Silberschmidt <br /> indicated that she had received counsel from Tom Brever to talk with the City about <br /> constructing the deck before the variance is granted, that he thought she could go ahead <br /> with the construction. He apparently told her that this is sometimes done and if the <br /> • variance is not granted, then she would have to remove that portion of her deck that is in <br /> the setback. She then indicated that City Staff agreed with Mr. Brever and that's why she <br /> went ahead with the construction. Commissioners Wagner and Horst admonished her <br /> stating that the City does not allow projects that require variances to be completed before a <br /> variance is granted. <br /> 3. Report from the Parks Commission. <br /> Commissioner Louiselle reported to the Planning Commission about the status of the <br /> Silver.Point Park project. He indicated that the Park Commissioners agreed with the <br /> selection of Knutson, Inc. as contractors for the Park. Commissioner Louiselle indicated <br /> that digging will probably commence in 2 -3 weeks. <br /> 4. Review Comments from WSB and RCWD re: Proposed Erosion Control Ordinance. <br /> Mr. Doug Jones appeared before the Planning Commission with comments about the <br /> proposed erosion control ordinance. He would like to see the following incorporated into <br /> the document: <br /> a. 1675.03 Purpose. Add "to reduce surface water runoff and it is the <br /> responsibility of the property owner to hold it on site." <br /> b. 1675.07 (1) Review Process. He wants to know what triggers the review <br /> process? He would like an engineer to review projects on parcel an acre or <br /> • larger. . <br /> C. 1675.08 Subd. 8 Design Standards. Mr. Jones feels that all projects should <br /> meet NERP standard <br />
