MEMORANDUM <br /> DATE: July 21, 1999 <br /> • TO: Michael J. Morrison, City Manager <br /> FROM: Kim Moore-Sykes, Management Assistant <br /> ITEM: July 20' Planning Commission Meeting Summary <br /> 1. Planning Commission Representative. Todd Hanson will be the Planning Commission <br /> Representative to the Council at the July 27" Council meeting. Chair Bergstrom and <br /> Commissioner Stille were absent. <br /> 2. Public Hearings. <br /> A. Richard Krier presented a report on the St. Anthony Shopping Center Land <br /> Use Plan. He described the community's vision to develop a village-like <br /> community center that creates economic, cultural and social interests. Mr. Krier <br /> showed the site plan as developed from input received from the residents, <br /> businesses and neighbors. The Planning Commissioners comments included that <br /> they wanted to see larger green space, plan an indoor meeting area, transit areas, <br /> improved access from Hwy. 88 and study the possibility of installing a stop light on <br /> Hwy. 88. The Planning Commissioners voted unanimously to recommend <br /> approval with the above-mentioned items included. <br /> • 3. Concept Review. <br /> A. Mendota Homes Twin Home project. Mendota Homes is requesting a <br /> conditional use permit and a rear yard variance to construct a twin home on a site <br /> that had previously been rezoned from industrial to an R-4 district to accommodate <br /> previously planned senior condominium. The Planning Commission advised Ms. <br /> Mathern that she would have to demonstrate a hardship other than economic for <br /> this revised project. She indicated that she had presented this plan to the City of <br /> Roseville as a townhome project and the proposed twin home for the St. Anthony <br /> site had been also a 4-unit townhome building. The City of Roseville asked that <br /> that be changed, as they did not want a building that straddled both the county and <br /> city boundary. So, Ms. Mathern had the site plan redrawn to show a twinhome on <br /> the St. Anthony lot. <br /> B. Conditional Use Permit for New Owner of Town & Country. Jim Kellison <br /> presented information about the proposed use of the Town & Country building. He <br /> indicated that motorcycles will be sold as part of the inventory and there will be <br /> repair service provided, which are uses that are allowed with a conditional use <br /> permit. Mr. Kellison also advised the Planning Commission that the new owner <br /> will need to submit a comprehensive sign plan because the new owner is compelled <br /> to advertise products that he sells as part of a marketing contract with the <br /> manufacturers. Mr. Kellison likened this to the situation with Tires Plus. <br />
