City Council Meeting Minutes <br /> December 16, 1999 <br /> . Page 4 <br /> 1 Cavanaugh as well wished to offer his thanks and appreciation to the outgoing Councilmembers <br /> 2 and Mayor Ranallo. He acknowledged that working with the three gentlemen had been a <br /> 3 learning experience, despite occasional differences of opinion. Cavanaugh mentioned that he <br /> 4 had known Mayor Ranallo for many years and that until Cavanaugh was elected as a City <br /> 5 Councilmember, it was hard to fully appreciate the difficulties of elected office. He wished <br /> 6 Councilmembers Marks and Faust and Mayor Ranallo the best of luck. <br /> 7 Marks reported that he had attended a FACA (Finnish-American Cultural Association) meeting <br /> 8 and that he became involved in that organization through the Sister City Association. With re- <br /> 9 spect to the Sister City organization, Marks reported that the art exchange continues on track and <br /> 10 that he had also attended a meeting recently on that subject. In short, art is expected to be arriv- <br /> 11 ing from Salo, Finland and currently art is being collected from all the area schools that will be <br /> 12 transferred to Finland. Marks anticipated a successful exchange. <br /> 13 B. Mayor. <br /> 14 Mayor Ranallo reported that the City had budgeted for two defibrillators for the year 2000. Cur- <br /> 15 rently, he stated, there are three squad cards on duty at certain times in St. Anthony. Ranallo <br /> 16 wished to announce that Bill McReavy and his family of McReavy Funeral Home is donating a <br /> 7 defibrillator for the third squad car and now St. Anthony can benefit from the reassurance of hav- <br /> 18 ing.all squad cars equipped with defibrillators. <br /> 19 Ranallo announced that the two newly elected members of the City Council, Ms. Amy Sparks, <br /> 20 and Richard (Dick) Horst, were in attendance. Ranallo stated that, as Councilmembers, they are <br /> 21 entitled to keys to City Hall and he handed both members keys and business cards. Ranallo ex- <br /> 22 pressed appreciation to City Manager Mike Mornson for arranging for the keys and cards. <br /> 23 C. City Manager. <br /> 24 Mornson reported that at the City Council's November 30, 1999 meeting, the 33rd Avenue Street <br /> 25 Project was discussed. At that time, concern had been expressed over the increased amount of <br /> 26 catch basins from four to eight. Mornson stated that he had conferred with Todd Hubmer, WSB <br /> 27 & Associates, and determined that the four added catch basins would, in fact, help to alleviate the <br /> 28 water problem, and not add to the problem, as had been a concern. <br /> 29 Mornson further reported the possibility of a valuation increase and that the Board of Review <br /> 30 would be addressing that issue at the appropriate time. <br /> 31 In reference to the Harding project, Morrison stated that the City had a landscape architect meet <br /> 32 with the property owner and provide different ideas and options. At the January 11, 2000 City <br /> 33 Council meeting, it is planned to have a proposal to review for landscape services. <br /> 4 Mornson proclaimed that December 31, 1999 is a short time away and that the City and residents <br /> 35 can rest assured that all the systems have been checked and are ready for Y2K.
