39 <br /> MEMO <br /> DATE: January 12, 2000 <br /> TO: Mike Morrison, City Manager <br /> FROM: Dick Engstrom, Chief of Police <br /> SUBJECT: Tobacco and Liquor Compliance Checks <br /> The Police Department has no formal compliance check policy. We go by the City <br /> Ordinances and State Statutes. In the case of tobacco compliance, we utilize high school <br /> teens, usually from the SADD group. We do not pay them for their time, however, we do <br /> provide a lunch, or gift certificate for lunch. We also get parental or guardian permission <br /> to use juveniles. <br /> We generally start out in the spring of the year, (April or May) with the first checks, and <br /> a follow up in late summer or early fall. <br /> We train the checkers, and they are accompanied by an officer in plain clothes who <br /> witnesses the checks. <br /> In regard to liquor checks, we would be doing the same thing only using young adults <br /> over the age 18, and less than 21 years of age. We would provide training, and pay them <br /> 10.00 per hour, which has been the rule in most cities doing alcohol checks. <br />
