City Council Regular Meeting Minutes <br /> September 26, 2000 <br /> Page 5 <br /> 1 committee; however, he would not recommend that the Mayor and City Council serve on that <br /> 2 committee, but attend the meetings for informational purposes. <br /> 3 Mr. Shardlow presented a diagram/proposal regarding Phase One through Phase Four of the po- <br /> 4 tential project. <br /> 5 In brief, Mr. Shardlow noted that the Project Initiation Phase would consist of clarification of the <br /> 6 project, establishment of a steering committee, and a newsletter for informational purposes. <br /> 7 Phase One would begin in October 2000, and would consist of research and analysis, which <br /> 8 would include market research,base mapping 1 analyzing existing conditions, map conditions <br /> 9 with the Rice Creek Watershed, and an economic analysis. <br /> 10 Phase Two would consist of community visioning, which would include alternative concept <br /> 11 plans, community issues forums, visual preference survey, urban design principles, and an <br /> 12 informative newsletter. Along the way, the steering committee would continue to conference <br /> 13 and have workshops to evaluate scenarios. <br /> •14 Phase Three would consist of preparing and evaluating alternatives,which would include having <br /> 15 a consensus on the preferred plan, a Comprehensive Plan Amendment, drafting of a Master Plan, <br /> 16 final zoning map and ordinance modification, capital improvements/funding details, design of <br /> 17 standards and guidelines, and promotional strategies. <br /> 18 Phase Four would consist of plan implementation,which would consist of preparing a draft <br /> 19 document, working conference and review, and�presentation to the community. By May 2001, a <br /> 20 final document would be prepared, and the project would be marketed to developers. <br /> 21 Mr. Shardlow said this project is patterned after similar projects that DSU has accomplished in <br /> 22 other communities. The basics of the project has been discussed with the Metropolitan Council, <br /> 23 and the Met Council has shown interest in assisting the community with the study. <br /> 24 Horst inquired if the figure of$170,000 shown on page 2 of the handout, is the estimate of the <br /> 25 project cost. Mr. Shardlow noted that this was DSU's best estimate based on comparable proj- <br /> 26 ects. Horst confirmed that the grant the City has applied for would go towards some of the esti- <br /> 27 mated fees. <br /> 28 Sparks said she wanted a plan that would serve as a vehicle to move the development forward. <br /> 29 The cumulation of this chart presented is to market to developers; however, she was concerned <br /> 30 that once the City got to that point of marketing to developers,the City would be on its own. Mr. <br /> 31 Shardlow noted that the City would continue to have assistance, as needed, from DSU; however, <br />- <br /> 032 he felt that Mr. Jim Prosser, introduced earlier fr om the Ehlers firm, would be on hand for assis- . <br /> 33 tance as well. <br />
