CALL TO ORDER. . <br /> 6 Mayor Cavanaugh called the meeting to order at 7:00 p.m. <br /> 7 II. PLEDGE OF ALLEGIANCE. <br /> 8 Mayor Cavanaugh invited the Council and the audience to join in the Pledge of Allegiance. <br /> 9 III. ROLL CALL. <br /> 10 Councilmembers present: Mayor Cavanaugh; Councilmembers Sparks, Thuesen, Horst and <br /> 11 Hodson <br /> 12 Councilmembers absent: None. <br /> 13 Also present: City Manager Michael Mornson <br /> 14 IV. OPEN TRUTH IN TAXATION PUBLIC HEARING. <br /> 15 Mayor Cavanaugh opened the Public Hearing at 7:03 p.m. <br /> 16 V. PRESENTATION OF 2001 CITY BUDGET AND TAX LEVY BY CITY MANAGER <br /> 17 AND FINANCE DIRECTOR. <br /> 18 . City. Manager Michael Mornson stated that the City is required by law to have the Truth in <br /> • 19 Taxation <br /> hearing. At this point, Mornson directed the Council's attention to an overhead, which <br /> 20 set forth the budget schedule for 2001. <br /> 21 Furthermore, Mornson spoke about a pie chart, which indicated where the tax dollars are applied. <br /> 22 In this overhead,the City's percentage of the tax dollars was set at 23%; School District at 43%; <br /> 23 County at 28%; and "Other Districts" at 6%. <br /> 24 Next, was an overhead entitled "Tax Capacities 2000" which set forth that Commercial/Industrial <br /> 25 areas are at 25%; Residential at 56%; Apartments at 16%; and "Other" at 3%. <br /> 26 The next overhead showed the tax capacities of 1997, which set forth that Commercial/Industrial <br /> 27 was at 23%; Apartments at 19%; Residential at 50%; and "Other at 4%.". Mornson further <br /> 28 explained some of the reasons for the differences in percentages over the years. <br /> 29 Mornson further noted a handout entitled "Total Local Tax Capacity versus Tax Rate" which <br /> 30 presented figures from the years 1997 through 2001. <br /> 31 Mornson directed the Council's attention to page 6 of the agenda packets, which showed a page <br /> 32 entitled "2001 -No Changes In Class Rates." <br /> • 33 Mornson explained the changes in St. Anthony Village Market Values and Tax Capacities. <br /> 34 Additionally, Mornson noted that the main reason for the Truth in Taxation Public Hearing was <br /> 35 to adopt the general tax levy.
