City Council Regular Meeting Minutes 9 <br /> May 28, 2002 <br /> Page 8 <br /> 1 through construction of improvements to Ramsey County JD-3 by the RCWD, or by <br /> 2 constructing storm water storage within St. Anthony as redevelopment occurs. <br /> 3 <br /> 4 Councilmember Faust confirmed that, with alternative number five, they still had to take <br /> 5 one home. <br /> 6 <br /> 7 Councilmember Sparks asked if the homeowners of 4029 Shamrock Drive are aware of <br /> 8 the purchasing and demolishing their home. Hubmer stated that they have been in <br /> 9 contact with the homeowners since the floods of 1997, and that they were present this <br /> 10 evening. <br /> 11 <br /> 12 Hubmer stated that they currently do not have the funding in-hand from the DNR for an <br /> 13 implementation of the project, but requested that they give consideration to hiring an <br /> 14 appraiser to appraise the home and enter into negotiations of purchasing the property <br /> 15 contingent upon the City receiving their funds from the DNR. <br /> 16 <br /> 17 Motion by Councilmember Faust, second by Councilmember Horst, to approve that WSB <br /> 18 proceed with alternative number five and get an appraisal and enter into negotiation with <br /> 19 the effective property-owner and contingent upon receiving the DNR funds. <br /> 20 <br /> 21 Motion carried unanimously. <br /> 22 <br /> 23 Councilmember Thuesen asked Hubmer to address attempts that have been made'to. <br /> 24 resolve sewer back up. Hubmer identified the different areas and projects which have <br /> 25 addressed the sewer back-up problems. <br /> 26 <br /> 27 Hubmer reviewed the 2003 Street Reconstruction Project: <br /> 28 • 34`h Avenue NE, between Stinson Boulevard and Silver Lake Road. <br /> 29 • Belden Drive, between 33rd Avenue NE and 30 Avenue NE. <br /> 30 • Edward Street NE, between 33rd Avenue NE and 34`h Avenue NE. <br /> 31 <br /> 32 By construction of the roadways and utilities, and to assess the benefited property <br /> 33 for all or a portion of the cost of the improvement, pursuant to Minnesota Statutes <br /> 34 Chapter 429. <br /> 35 <br /> 36 Motion by Councilmember Faust, second by Councilmember Sparks, to approve <br /> 37 Resolution 02-050, re: Ordering preparation of report on 2003 Street and Utility <br /> 38 Improvements. <br /> 39 <br /> 40 Motion carried unanimously. <br /> 41 <br /> 42 Hubmer stated that the City of St. Anthony has been working with the Mississippi <br /> 43 Watershed Organization for additional funding.
