3 <br /> City Council Regular Meeting Minutes <br /> May 28, 2002 <br /> Page 2 <br /> 1 Motion by Councilmember Faust, second by Councilmember Sparks, to approve the City <br /> 2 Council meeting minutes of May 14, 2002. <br /> 3 <br /> 4 Motion carried 4-0, Councilmember Thuesen abstained. <br /> 5 <br /> 6 V. PUBLIC HEARINGS. <br /> 7 None. <br /> 8 <br /> 9 VI. REPORTS FROM COMMISSIONS AND STAFF. <br /> 10 A. Ramsey County Library Board will present update. <br /> 11 Matt Anderson, Pres of Ramsey County Library Board of Trustees,came forward to <br /> 12 provide the Council with information regarding the Ramsey County library, and budget <br /> 13 cuts. <br /> 14 <br /> 15 Anderson stated that, last year, the Ramsey County Library had a 7% increase in <br /> 16 circulation, and indicated that they were on track to do the same in 2002. <br /> 17 <br /> 18 Anderson indicated that the Ramsey County Library has been asked to meet a levy limit <br /> 19 for 2003 that is 7% lower than their current operations budget. He added that he is <br /> 20. present tonight to ask for a show of support by St. Anthony, as several residents of St. <br /> 21 Anthony use the Ramsey County Library services, for them to maintain enough funding <br /> 22 in order to maintain their current levels of operations at all seven facilities. <br /> 23 <br /> 24 Anderson stated that St. Anthony has approximately 1100 active members who use the <br /> 25 Ramsey County Library services. <br /> 26 <br /> 27 Anderson stated that they are not looking to expand, nor build new facilities, but to <br /> 28 maintain their current levels of operation. He stated that if they have to absorb a 7% <br /> 29 decrease in their budget, they would likely have to close several of their facilities. <br /> 30 <br /> 31 Anderson stated that he was asking for the municipalities in suburban Ramsey County to <br /> 32 pass a resolution that the Ramsey County Library Board of Trustees can take on to the <br /> 33 Ramsey County Board of Commissioners which shows that the people of Ramsey County <br /> 34 do support their current levels of operations for 2003 and would like to have the funding <br /> 35 allocated to their budget to be able to continue providing those services. <br /> 36 <br /> 37 Anderson clarified that what he was asking for tonight is a show of support, and <br /> 38 recognition that library services are important to the people of St. Anthony Village. <br /> 39 <br /> 40. Councilmember Horst asked which library was the nearest to St. Anthony Village. <br /> 41 Anderson stated that the Roseville library was the closest to St. Anthony. <br /> 42 <br /> 43 Councilmember Faust asked why they are being singled out as an entity to take a 7% cut. <br /> 44 Anderson stated that they are not being singled out, and that all Ramsey County <br /> 45 departments have been asked to decrease their levy budget by 7%. <br />
