Lot <br /> 2 coverage of 25-35% and building height of 25-30 feet are common among the cities <br /> 3 surveyed. Some cities surveyed have gone through a similar dialogue as St. Anthony.,_.. <br /> 4 Hall explained that generally, it was found that most cities limit the size of accessory <br /> 5 buildings and garages in some way. <br /> 6 <br /> 7 Chair Melsha thanked Ms. Hall for her work to research these issues. He noted that St. <br /> 8 Anthony does not limit the size of detached accessory buildings except by setback and <br /> 9 FAR. <br /> 10 <br /> 11 Thomas asked if the Council received a recommendation from Dahlgren Shardlow Uha.n <br /> 12 (DSU). <br /> 13 <br /> 14 Hoska stated the Council wanted to go from the DSU ideas and asked the Planning <br /> 15 Commission to review staff research information so an informed recommendation could <br /> A <br /> 16 be made. He advised that the Mayor also mentioned the information provided by the <br /> 17 League of Minnesota Cities. Hoska thank , -i"Hall for her work as well. <br /> 18 <br /> 19 Hall reviewed how she conducted thiesear h an stated she can do additional research <br /> 20 if so directed. <br /> 21 <br /> 22 Chair Melsha stated it seems then, i4tssues to address: 1) does FAR need to be <br /> 23 adjusted; and, 2) should St. Antho =have a design review board. He suggested the <br /> 24 Planning Commission corn..���: a re endation on whether the proposed ordinance <br /> 25 should be amended an d n e erest to research whether a design review board <br /> 26 should be formed in tub; air Melsha suggested the issue of the design review <br /> 27 board not delay the re the ordinance. <br /> 28 <br /> 29 Vice Chair Stille concurs ._ .end suggested that a subcommittee be established to address <br /> 30 the issues related to a desi review board. He noted the amendment to the ordinance is <br /> 31 due to the ambiguity in the way the current ordinance is written. He stated he does not <br /> 32 know if the FAR is right but it at least corrects the issue of the ordinance not being clear. <br /> 33 Vice Chair Stille noted he and Hanson have been on the Planning Commission for four <br /> 34 years and this is the first time this issue has been raised. <br /> 35 <br /> 36 Chair Melsha agreed this is not an epidemic and the Planning Commission needs to keep <br /> 37 the focus on the issue. <br /> 38 <br /> 39 Vice Chair Stille stated he supports recommending the Council move forward with the <br /> 40 third reading. <br /> 41 <br /> 42 Chair Melsha stated garages of up to 1,000 square feet are now going to be excluded in <br /> 43 the FAR whether attached or detached. If over that size, it would be included in the FAR <br /> 44 calculation. <br /> 45 <br /> 46 Tillman noted that the FAR will limit the amount of second-story space and commented <br /> 47 on the impact to the floor area ratio. <br />
