. ai thou llla e MEMORANDUM To: Michael Mornson From: Susan Hall Date: 8/22/02 Re: CTV Video Streaming and Program Playback Service CTV is offering to cities a couple of new options, video streaming (over the web) and digitized program playback. At a recent Telecommunications Advisory Committee (TAC) meeting,most of the ten cities said they plan to go ahead with this. For St. Anthony what it could mean is at a cost of only $163.69 per month, or$1,964.28 per year, the City can have its public meetings both on cable and on the web per this new opportunity with CTV. The reason for the nominal fee is because we can share costs with the other cities. The most interesting part of going this new route is all of the City's cable and web programming would be digitized and come out of Roseville. They have hired a new master control operator to handle this task. This could mean more programming options on the city channel. In addition, the City could elect to start archiving digitally on DVD, rather than videotape, although it is somewhat spendy. DVD's cost$25 each and hold about 2.5-3 hours. New Brighton and Little Canada have started archiving on DVD. CTV said by October 2002 this opportunity should be ready to go for all ten cities. As far as payment for this, Cor mentioned they could send an invoice with the franchise fee check. From my perspective,this is a good deal and a way to connect with the residents and people outside the City who don't have cable but have access to the Internet. In addition, this technology would be a nice addition to our enhanced web site. Cor stated she would like to know how many cities wish to participate. Please let me know what you would like to do.
