By way of background in 1999, we <br /> reconstructed the intersection of Pahl Avenue and Wilson Street as part of the flood <br /> mitigation improvements in St. Anthony. Part of these improvements included lowering <br /> the intersection of Wilson Street and Pahl Avenue by approximately 1.5 feet. This home is <br /> located in the southwest quadrant of the intersection of Wilson and Pahl Avenue. <br /> As a result of this construction, the driveway elevation was altered by approximately one <br /> foot by lowering Wilson Street to accommodate additional storm water storage in the <br /> intersection and to allow for the water to flow into the new holding ponds located in the <br /> southeast corner of the intersection. <br /> The slope of the driveway, prior to construction, was approximately 11.25% in the steepest <br /> portion with a 7.5/o grade extending from the garage streetward 10 feet; please see <br /> _-- <br /> attached diagram and photos. The new driveway consists of a constant 13.33% grade from <br /> the garage to the street. During construction, the following changes were made to the <br /> z. property at 2616 Pahl Avenue based on conversations with the resident to minimize the <br /> impact to their property from construction activities. These changes were as follows: <br /> 1. At the residents' request, a retaining wall, which had been planned to be placed at <br /> x:. <br /> >.' the right-of-way boundary along Wilson and Pahl Avenue, was moved up to the <br /> house. The yard was reshaped and resodded to provide for flatter slopes <br /> ~ 4 approaching the house from the street. <br /> 2. New steps were constructed to accommodate the change in grade at the house due <br /> `'mot to the relocation of the retaining wall. <br /> �K 3i' p 3.
