City Council Regular Meeting Minutes 5 <br /> November 26, 2002 <br /> Page 5 <br /> 1 Councilmember Faust explained that the watershed boundaries are established by how water:,`; <br /> 2 flows. Councilmember Sparks stated that is correct,but realistically cities go in and out of <br /> 3 watersheds even though they are to be geologically based. She advised that Falcon Heights <br /> 4 pulled out of the Mississippi WMO. <br /> 5 <br /> 6 Councilmember Sparks stated St. Anthony makes up less than 1%of the Middle Mississippi <br /> 7 watershed but is given one full vote on the board of five. She explained that at some point they <br /> 8 may be looking for someone to sit on a subcommittee. <br /> 9 <br /> 10 Councilmember Faust asked if it would be more appropriate to appoint someone who lives <br /> 11 within that jurisdiction, or if anyone in the community can serve. He stated that also asks the <br /> 12 question about participation on the Rice Creek Watershed District and what"say" St. Anthony <br /> 13 should have since a greater portion of St. Anthony is contained within the Rice Creek Watershed <br /> 14 District jurisdictional area. He noted it is between Anoka County,Hennepin County, and <br /> 15 Washington County and the members are appointed by the County Commissioners. He <br /> 16 suggested it be considered whether this representation should be expanded. <br /> 17 <br /> 18 Mr. Mornson stated St. Anthony has applied for funds from the Rice Creek Watershed District <br /> 19 but never received any. And, when the City Hall was constructed they at first stated nothing <br /> 20 needed to be done,but then required the City to install two ditches. -Also, Culver's Restaurant is <br /> 21 struggling to get approvals.from the Rice Creek Watershed District and their application may be <br /> 22 tabled again. He stated St. Anthony may want to play a larger role when the Apache area is <br /> 23 redeveloped. <br /> 24 <br /> 25 Councilmember Sparks asked who represented St. Anthony on the Rice Creek Watershed <br /> 26 District. Councilmember Faust stated there is no representation at this time. <br /> 27 <br /> 28 Mr. Mornson stated the perfect representatives would be Mayor Hodson and Councilmember <br /> 29 Faust because both live in the Rice Creek watershed and on Silver Lake. <br /> 30 <br /> 31 Mayor Hodson asked where the Watershed District rules come from. Councilmember Faust <br /> 32 stated there is State legislation that outlines their responsibilities but he is unsure of the Middle <br /> 33 Mississippi WMO charter. He suggested it be determined how the appointments are made by <br /> 34 the County Commissioners. <br /> 35 <br /> 36 Councilmember Thuesen stated his concern that the Apache development may be difficult since <br /> 37 they are making it difficult on the Culver's Restaurant site. <br /> 38 <br /> 39 Mayor Hodson asked if the watershed district is funded from property taxes. Councilmember <br /> 40 Faust answered in the affirmative. <br /> 41 <br /> 42 Mr. Mornson stated Todd Hubmer's background is in watershed issues so he will be asked for a <br /> 43 recommendation. <br /> 44 <br /> 45 Mayor Hodson asked that this item be placed on an upcoming agenda for further discussion once <br /> 46 information is received. <br /> 47 <br />
