He said he understood <br /> 5 that a conventional strip mall was not desirable. <br /> 6 <br /> 7 Mr. Winkles said the Development Agreement needs to be defined. He feels good about the <br /> 8 piece of property and said he's anxious to get moving. <br /> 9 <br /> 10 Mr. Winkles welcomed any questions from the Council. <br /> 11 <br /> 12 Councilmember Horst said as part of the proposal he would like to see the City get a long-term <br /> 13 lease on a liquor store. <br /> 14 <br /> 15 Councilmember Sparks said she likes the plan and feels Amcon Construction did a good job <br /> 16 listening to the Council. <br /> 17 <br /> 18 Mayor Hodson asked if there was any way to expedite the approximate six-month time schedule. <br /> 19 Mr. Winkles said it could probably be done in five months, or less, assuming the weather was <br /> 20 favorable. <br /> 21 <br /> 22 Mayor,Hodson asked if the easement has been checked into. Mr. Mornson said he was working <br /> 23 with.Hennepin County to vacate that easement back to the City and doesn't see it becoming a <br /> 24 problem. <br /> 25 <br /> 26 VII. GENERAL POLICY BUSINESS OF THE COUNCIL. <br /> 27 A. Ordinance.2003-002, re: Amend PUD ordinance(1"reading, waive 2"a reading, adopt). <br /> 28 Mr. Momson recommended waiving the first and second reading of the Ordinance and approving <br /> 29 it as a third reading. <br /> 30 <br /> 31 Mr. Momson stated a new PUD Ordinance was recreated, but the fee structure was not changed. <br /> 32 He said the current PUD application fee is $150.00 and it's being recommended to increase it to <br /> 33 $500.00 to be comparable to what other cities are charging. <br /> 34 <br /> 35 Mr. Momson said it has also been an administrative practice to pass on consultant fees associated <br /> 36 with a development to the developer. However, it has been recommended to add a"pass <br /> 37 through"amendment to the administrative section of the PUD ordinance. He said it will <br /> 38 establish the City's authority to charge applicants for the costs that the city incurs in reviewing <br /> 39 applications. . <br /> 40 <br /> 41 Motion by Councilmember Faust to approve the third reading(first and second reading waived) <br /> 42 and adopt Ordinance 2003-002, re. Amend PUD Ordinance. <br /> 43 <br /> 44 Motion carried unanimously. <br /> 45 <br />
