02 <br /> Housing and Redevelopment Authority Meeting Minutes <br /> August 12, 2003 <br /> Page 2 <br /> 1 Discussion: <br /> 2 <br /> 3 Commissioner Sparks stated she did not think it had been made clear that this was a public <br /> 4 hearing scheduled for September 23, 2003, regarding the TIF Plan for the Northwest Quadrant <br /> 5 and Apache Plaza. She added this was a big step, as it was the first step in the redevelopment of <br /> 6 Apache Plaza. <br /> 7 <br /> 8 Commissioner Thuesen noted it might seem Council was being nonchalant regarding this issue. <br /> 9 He indicated there had been countless work sessions and meetings over the last two years before <br /> 10 this step was reached. <br /> 11 <br /> 12 Commissioner Horst asked if this was the second public hearing. City Attorney Gilligan <br /> 13 responded this resolution was requesting the City Council hold a hearing for the proposed plan, <br /> 14 as the TIF plan was an H.R.A. plan. He noted State law required Council approve a TIF plan. <br /> 15 <br /> 16 Commissioner Horst noted that the public hearing was an opportunity for those interested in <br /> 17 addressing the TIF plan. He also asked if this issue would come before the Planning <br /> 18 Commission. Mr. Gilligan replied the Planning Commission was required to give a <br /> 19 recommendation to the Council by State law. <br /> 20 <br /> 21 Executive Director Mornson explained there would be two public hearings: The Planning <br /> 22 Commission hearing regarding development would be held September 16, 2003. The public <br /> 23 hearing before the City Council was scheduled for September 23, 2003. He suggested those who <br /> 24 wished to comment on TIF come before the Council and those who wished to comment on the <br /> 25 PUD come before the Planning Commission. He added press releases would be issued. <br /> 26 <br /> 27 Commissioner Thuesen explained that"TIF"referred to Tax Increment Financing, which were <br /> 28 dollars contributed by the City toward redevelopment. Mr. Gilligan added "TIF"was <br /> 29 incremental tax revenue generated by development that would be used to reimburse or pay for <br /> 30 public redevelopment costs associated with that redevelopment. <br /> 31 <br /> 32 Motion carried unanimously. <br /> 33 <br /> 34 V. STAFF REPORTS. <br /> 35 None. <br /> 36 <br /> 37 V. H.R.A. COMMISSIONER COMMENTS. <br /> 38 Commissioner Faust thanked Executive Director Momson for quickly following up on the <br /> 39 graffiti problem mentioned at the July 22, 2003, meeting.
