City Council Regular Meeting Minutes 06 <br /> June 22, 2004 <br /> Page 6 <br /> 1 <br /> 2 Councilmember Thuesen inquired whether an individual with limitations would be able to <br /> 3 purchase a unit prior to construction and work with the developers to make the modifications <br /> 4 necessary to meet their needs. Mr. Keely assured him that it would be possible. He noted that <br /> 5 their goal is to create homes that fit the individual, therefore, they are willing to do any amount <br /> 6 of customization necessary to make it their home. He noted, however, there would be costs <br /> 7 involved. <br /> 8 <br /> 9 Dan Hunt of Hunt/Pratt came forward to address the Council. He stated that the for sale housing <br /> 10 portion was a"magnificient"building which would provide a great picture to sell people, <br /> 11 offering different living environments for different individuals need. <br /> 12 <br /> 13 Mr. Pratt introduced Mark Morehouse of Dominium. <br /> 14 <br /> 15 Mr. Morehouse stated that the plan for the rental housing component turned out better than he <br /> 16 had imagined. He indicated that the property will accommodate a wide range of individuals <br /> 17 from different income levels to different age groups. Following that he introduced Gary Vogel, <br /> 18 of the BKV architectural firm. <br /> 19 <br /> 20 Mr. Vogel noted that the plan approved by the Council last fall, was very similar to.the plan they <br /> 21 are proposing now. He indicated a minor modification to include a one and a half story <br /> 22 clubhouse which would include a party area, leasing area, mail drops and a variety of other <br /> 23 services to the residents. <br /> 24 <br /> 25 Mr. Vogel reviewed with the Council that the rental housing project site is part of an overall re- <br /> 26 development area on the old Apache Plaza site,now named Silver Lake Village. He indicated <br /> 27 the parcel size for this housing site is approximately seven acres which is bound by a new Wal- <br /> 28 Mart development on the east, Baker's Square and Don's Car Wash on the west, an extended <br /> 29 38th Avenue on the north and the existing railroad property on the south. <br /> 30 <br /> 31 Mr. Vogel noted the City's future vision suggested that a mixed-use development would be the <br /> 32 most appropriate for this re-development area. He indicated those purposes would be office, <br /> 33 retail,,restaurant and housing. <br /> 34 <br /> 35 Mr. Vogel indicated the site has been cleared of existing structures and some of the new <br /> 36 commercial construction has commenced. He noted their planned development of an up-scale <br /> 37 multi-family general occupancy and senior rental complex,both market rate and affordable, <br /> 38 which include 261 apartments units. He stated there will be a mixture of studio, one, two and <br /> 39 three bedroom units of the traditional "flat style" apartments,plus a few two-level town home <br /> 40 units and four loft style apartments at the fourth level. He added there will be a significant <br /> 41 variety of floor plan layouts. <br /> 42 <br /> 43 Mr. Vogel noted that 20 percent of the 261, or 52, apartment homes will be affordable to <br /> 44 individuals at or below 50 percent of the Area Median Income(AMD published by the <br /> 45 Department of Housing and Urban Development(HUD). He added that these affordable <br /> 46 apartment homes will be in both the general occupancy and senior components. <br /> 47 <br />
