City Council Regular Meeting Minutes 09 <br /> September 14,2004 <br /> Page 9 <br /> 1 - <br /> 2 Councilmember Horst noted comments that have been received by the public with regard to the <br /> 3 concern that the property is not large enough for a restaurant. Mr. Winkels responded in stating <br /> 4 that it had been determined during the review process that the property would be adequate enough <br /> 5 to fit a 4,500 to 5,000 square foot structure. He added that the parking should not be a concern <br /> 6 due to the fact that the liquor store generates a lot of come and go traffic,therefore,being <br /> 7 complimentary to shared parking space. <br /> 8 <br /> 9 Councilmember Faust stated simply that the community is disappointed with the lack of <br /> 10 communication. He continued in questioning with regard to the type of restaurant that would be <br /> 11 coming in, and to if it would be similar to Spectators. Mr. Winkels assured him that it would be. <br /> 12 <br /> 13 Councilmember Stille indicated that he did not want to re-hash the communication issues, <br /> 14 however,requested that on-going communication take place regarding the status of the property <br /> 15 via a monthly e-mail to City Manager Mornson. Mr. Winkels responded in noting that once the <br /> 16 liquor license process begins, the restaurant coming in will become public knowledge,however, <br /> 17 he agreed to monthly updates. <br /> 18 <br /> 19 Mayor Pro-tem Thuesen welcomed Mr. Winkels and thanked him for presenting the Council and <br /> 20 the community with an update. He noted that he is confident that it will get done. <br /> 21 <br /> 22 Mr. Mornson noted that the request for a liquor license will require a public hearing, adding that <br /> 23 the process takes some time. He indicated, therefore, that the City anticipates hearing from <br /> 24 Amcon soon with regard to their selection and request. <br /> 25 <br /> 26 D. St. Anthony-New Brighton School District#282 Blue Ribbon Finance Committee. <br /> 27 City Manager Mornson reported the School Board is creating a Blue Ribbon Committee to <br /> 28 evaluate educational delivery strategies for ISD 282. H indicated that the committee will <br /> 29 meet approximately five times between the start of the 2005 session, and that there is a <br /> 30 request for the City Council to appoint one member to the Blue Ribbon Panel. <br /> 31 <br /> 32 Discussion: <br /> 33 Councilmember Horst indicated that since he already serves on the Community Service Board,he <br /> 34 feels as though it would not be appropriate for him to serve on the Blue Ribbon Panel as well. <br /> 35 <br /> 36 Councilmember Stille noted that he would be happy to serve as an alternate, or as the primary <br /> 37 representative. He added that he would also be open to serving in conjunction with another <br /> 38 Councilmember. He suggested that Councilmember Faust has contacts at the Capital,therefore, <br /> 39 he would be a good candidate, due to his background, to represent Council. <br /> 40 <br /> 41 Councilmember Faust responded in recognizing his participation with AMM and the Metropolitan <br /> 42 Municipalities organizations, adding that he would be happy to be a member of the Blue Ribbon <br /> 43 Panel as well. He suggested,however,the Councilmember Stille would also be a good candidate, <br /> 44 due to his financial background. He stated, therefore, if the School Board would allow it, he <br /> 45 would like to serve with Councilmember Stille. <br /> 46 <br />
