27 <br /> 1685.08 Sanitary Sewage and Waste Disposal Systems. The responsible person shall require <br /> within flood prone areas: <br /> (a) New and replacement sanitary.sewage systems to be designed to minimize or <br /> eliminate infiltration of flood waters into the systems and discharges from the <br /> systems into flood waters, and <br /> (b) On-site waste disposal systems to be located to avoid impairment to them or <br /> contamination from them during flooding. <br /> 1685.09 Definitions. For purposes of this Section 1685 the following terms and words have the <br /> following meanings unless the context clearly indicates otherwise: <br /> Subd. 1. Development. Any man-made change to real estate,including but not limited to <br /> construction or reconstruction of buildings,installing manufactured homes or travel trailers, <br /> installing utilities,construction of roads or bridges, erection of levees,walls,or fences, <br /> drilling,mining,filling, dredging, and storage of materials. <br /> Subd. 2. Flood. A general and temporary condition of partial or complete inundation of <br /> normally dry land areas from overflow of inland or tidal waves,or the unusual and rapid <br /> accumulation or runoff of surface waters from any source. <br /> Subd. 3. Floodplain or Flood Prone Area. Any land area susceptible to being inundated by <br /> water from any source(see Flood). <br /> Subd. 4. Floodproofing. Any combination of structural and non-structural additions, <br /> changes or adjustments to structures which reduce or eliminate flood damage to real estate <br /> or improved real property, water and sanitary facilities, structures and their contents. <br /> Subd. 5. Manufactured Home. A structure,transportable in one or more sections,which is <br /> built on a permanent chassis and is designated for use with or without a permanent <br /> foundation when attached to the required utilities. <br /> Subd. 6. New Construction. For the purposes of determining insurance rates, structures <br /> for which the "start of construction" commenced on or after the effective date of an <br /> initial FIRM or after December 31, 1974,whichever is later, and includes any subsequent <br /> improvements to such structures. For floodplain management purposes,new construction <br /> means structures for which the start of construction commenced on or after the effective <br /> date of a floodplain management regulation adopted by the City and includes any <br /> subsequent improvements to such structures. <br /> Subd. 7. Person. Includes any individuals, corporation,partnership, association,or any <br /> other entity, including State and local governments and agencies. <br /> Subd. 8. Si)ecial Flood Hazard Area. the land in the floodplain within the City subject to <br /> a 1 percent or greater chance of flooding in any given year. The area may be designated <br /> as Zone A on the FHBM. After detailed ratemaking has been completed in preparation <br /> for publication of the flood insurance rate map, Zone A usually is refined into Zones A, <br /> 3 <br />
