City Council Regular Meeting Minutes �� <br /> September 14, 2004 <br /> Page 5 <br /> 1 Councilmember Horst noted that he hopes the park is successful and'that he shares in the - <br /> 2 excitement of the community with regard to it opening soon. <br /> 3 <br /> 4 Councilmember Stille welcomed the members of Three Rivers Park District to the community. <br /> 5 He suggested that they look into utilizing the local cable channels as a means of advertising the <br /> 6 events as well. He also,noted that they are more than welcome to utilize the new electronic sign <br /> 7 to communicate them. He continued in thanking them for working with the City on developing a <br /> 8 gateway sign to demonstrate where St. Anthony begins. Mr. Hann responded in noting the great <br /> 9 support that they have received from the City Staff and the Police Department. <br /> 10 <br /> 11 Mayor Pro-tem Thuesen introduced Doug Bryant. Mr. Bryant reviewed the park status;noting <br /> 12 'that they will continue to work with City Staff on issues that arise. He added that they would also <br /> 13 be in attendance of future meeting to update the Council on the progress to keep them in the loop, <br /> 14 as well as maintain strong communications with City Manager Mornson. <br /> 15 <br /> 16 Mr. Bryant indicated that the process will take some time from when the park in opened is opened <br /> 17 in October to its completion. He noted that they are working on getting capital funds for a variety <br /> 18 of regional parks, which includes Silverwood. He noted that the potential of Silverwood is <br /> 19 "great" and that they look forward to working with City Staff and the community during the <br /> 20 process. <br /> 21 <br /> 22 Councilmember Faust noted that Commissioner Francis,who opened the presentation for Three <br /> 23 Rivers Parks District, is also an elected member of the Library Association and a community <br /> 24 member of St. Anthony. <br /> 25 <br /> 26 Councilmember Faust continued in questioning the need for policing the area, and to the hours of <br /> 27 operation. He noted the fact that an attendant would be onsite from 8:00 a.m. to 5:00 p.m., and <br /> 28 inquired as to if the site would be locked up tight after closing. Mr. Bryant responded in stating <br /> 29 that once the park is opened, it is planned to be in operation from sunrise to sunset, suggesting, <br /> 30 however, that it may change with activities that are scheduled to take place. Therefore,he noted <br /> 31 in that case, the hours of operation would be posted. <br /> 32 <br /> 33 Councilmember Faust addressed his concern with having boat or canoes available for public use, <br /> 34 encouraging the Park District to develop an area to park the boats to ensure management of their <br /> 35 use as well as safety. <br /> 36 <br /> 37 Mayor Pro-tem Thuesen inquired as to whether the onsite attendant,who will be available to <br /> 38 assist the public,will reside on the property full time or work part-time. Mr. Bryant noted that <br /> 39 initially it is planned to have a Staff member'act as a caretaker and to live onsite. He added that <br /> 40 the individual will remain onsite until the park is fully operational, in which it will be re-evaluated <br /> 41 at that time to determine if someone is needed as a resident of the property. <br /> 42 <br /> 43 Mayor Pro-tem Thuesen continued in questioning Three Rivers practice of prioritizing park <br /> 44 developments based upon the level of investment, suggesting that Silverwood has been a large <br /> 45 investment for them. Mr. Bryant assured Mayor Pro-tem Thuesen and the Council that <br /> 46 Silverwood has been a large investment,therefore,the importance of getting the park operational <br />
