City Council Regular Meeting Minutes <br /> September 28, 2004 07 <br /> Page 7 <br /> 1 Ms. Ludwig continued in expressing her concern with regard to the39th % Avenue and Silver <br /> 2 Lake Road intersection and traffic control. She presented Council with four options. They <br /> 3 include: <br /> 4 1. Do nothing, which would increase problems related to the risk of turning <br /> 5 northbound on Silver Lake Road. <br /> 6 2. Install stop signs on Silver Lake Road,which would create a traffic jam. <br /> 7 3. Install stoplights on 39th, 39th %z, Silver Lane and Central Avenue,which would be <br /> 8 similar to those on 18th, 18th %2, and 19th which works well. <br /> 9 4. Limit the ability to turn right on to Silver Lake Road; turning southbound only. <br /> 10 <br /> 11 Ms. Ludwig stated that some suggestions are more expensive than others, however,noted that <br /> 12 with construction traffic there is always a concern and she wanted to present Council with the <br /> 13 possible <br /> 14 options. <br /> 15 <br /> 16 Mayor Pro-tern Thuesen asked City Manager Mornson if he had any input with regard to Ms. <br /> 17 Ludwig's concern and proposed options. Mr. Mornson redirected the question to City Engineer <br /> 18 Hubmer. <br /> 19 <br /> 20 Mr. Hubmer noted that temporary traffic control discussions have taken place with Ramsey, <br /> 21 however, it had been preliminarily determined that having change may be more dangerous than <br /> 22 the public'being used to through traffic. He stated that Ramsey County is in control of this <br /> 23 access point, adding that plans are being made with regard to other access points. He suggested <br /> 24 that area businesses would agree and express their concerns as well with northbound traffic. He <br /> 25 stated that the options the Ms. Ludwig presented to Council are the same options that are being <br /> 26 discussed with Ramsey County. <br /> 27 <br /> 28 Mayor Pro-tem Thuesen inquired as to whether this access point is on the radar of Ramsey <br /> 29 County. Mr. Hubmer assured him that it is. <br /> 30 <br /> 31 Councilmember Faust interjected in noting that this is the Community Forum portion of the <br /> 32 agenda, therefore, it is not typical to take Staff reports in response to concerns or questions. He <br /> 33 added that no decisions are made during this portion. <br /> 34 <br /> 35 IX. INFORMATION AND ANNOUNCEMENTS. <br /> 36 None. <br /> 37 <br /> 38 X. MISCELLANEOUS INFORMATIONAL DOCUMENTS. <br /> 39 None. <br /> 40 <br /> 41 XI.
