11 <br /> Chair Madden pointed out that six months from now would be <br /> the middle of winter and that parking lot demolition or <br /> construction, no matter what the material , would not be <br /> practical at that time . He pointed out that asphalt is <br /> easily removable, and opposed granting a long-term variance. <br /> Commissioner Wagner obtained permission from Chair Madden to <br /> address Mr . Tyson . He asked Mr. Tyson what would happen to <br /> the parking lot if the Commission and the Council denied <br /> META' s request . Mr. Tyson indicated that he had no answer to <br /> that question. He said that gravel was the only type of <br /> surfacing that had actually been discussed, but that the <br /> Commission meeting had raised a great many issues which he <br /> would bring back to META for consideration. <br /> PLANNING COMMISSION RECOMMENDA'T'ION <br /> Motion by Wagner, seconded by Franzese, to recommend that the <br /> Council grant a variance to META Operating Limited <br /> Partnership to construct a gravel parking lot at 2701 Kenzie <br /> Terrace for a period of three months based on required future <br /> • environmental tests on the soil of the parking area; the <br /> three-month time period to commence with Council approval. <br /> Discussion on the Motion <br /> Commissioner Hansen noted that if the gravel proves <br /> unsatisfactory after three months that the City would have <br /> difficulty making the developer pave the lot with asphalt or <br /> concrete even if the Commission were to deny the applicant ' s <br /> renewal request at that time . <br /> Commissioner Franzese expressed the opinion that the <br /> Commission was trying to help the residents of Kenzington to <br /> obtain desirable parking, but that they were faced at this <br /> time with dealing with a limited offer . Commissioner Hansen <br /> pointed out that META never said they wouldn ' t blacktop the <br /> lot and that the tradeoff was unknown . <br /> Chair. Madden noted that much more information will be <br /> available from the PCA, from META, and from the Kenzington <br /> residents when META returns in three months , and that <br /> allowing a gravel parking lot for three months would not <br /> significantly detract from .the area' s appearance. <br /> Commissioner Franzese suggested that Mr. Tyson obtain the <br /> information requested by the Commission in time for the City <br /> Council meeting. <br />
