-3-
Cities which proposes a more even -distribution of aid to municipalities
• who are not "high spenders" , under .which the City 's existing aid would
almost be doubled. There was a general recognition on the part of the
Council . members that such legislation had very little chance of passing.,
but the Manager was requested to continue his efforts to contact
Senator Dieterich to set up a meeting with him where the City' s con-
cerns about various bills before the- Legislature at this time could be
expressed along with the Council 's hope that at least the existing level
of aid to St. Anthony could be retained.
The Council was. reminded about the .Board of Review which had been
scheduled for 6 : 30 P.M. , just prior to the regular Council meeting
May 10th, . and Mr. Childs indicated he also hoped to report back to
them during the latter meeting the information they had .requested
dealing with the possibility and cost of purchasing water from Minne-
apolis . and/or St. Paul and how those costs would compare to the rate
changes which would be necessary if the City 's Well No. -3 had to be
dug into a lower aquifer to bypass the contamination expected to
increase in the City water system once the New Brighton wells are
back in operation.
The City ' s concerns related to recent legislation imposing recording
requirements on all variances and conditional use permits granted by
municipalities have been resolved, according to Mr. Childs , who said
such- requirements would now only -be imposed on new subdivisions .
There was a discussion of the proposed legislation which would transfer
certain--prosecutions--from ,Ramsey--or-Hennepin,- County> to_•the-City-.---
• -
_ Prosecutor and the feasibility of having a rider attached to the
legislation which would put the City into one county under that bill .
Motion by- Councilman Ranallo and seconded by Councilman Enrooth to
authorize the signing of the contractural agreement whereby the City
would be reimbursed for the costs incurred by the Safety Director' s
attendance at the required refresher course to educate the cities on
the inspection and enforcement procedures required by- the new State
Uniform Fire Code.
Motion carried unanimously .
The Manager pointed out that the low bid for painting both the inside
and outside of the water tower was lower than the amount budgeted for
only the inside and was just over half the quote from the highest
bidder. The tower color would be changed and the City ' s logo would
be painted on the tower, he said.
Motion by Councilman Ranallo and seconded. by. Councilman Marks to adopt
Resolution 83-024 .
RESOLUTION 83-024 .
A RESOLUTION- ACCEPTING THE- BID FROM
SCHUMANN BROS . , .INC. FOR THE PAINTING
OF. THE CITY WATER TANK
Motion carried unanimously.
