CITY OF ST. ANTHONY • HOUSING AND REDEVELOPMENT .AUTHORITY MINUTES June 14, 1983 Chairman Sundland called the meeting to order at 9 :00 P.M. Present for roll call: Sundland; Vice Chairman Letourneau, Secretary/ Treasurer. Marks; .and Commissioners Ranallo and Enrooth.. Also present : David Childs, Executive Director; and Dick Krier of Westwood Planning & Engineering, Inc . , Planning Con- sultant. Motion by Commissioner Ranallo and seconded by Vice Chairman Letourneau to approve -as submitted the minutes of the H.R.A. meeting held May 24, 1983. Motion carried unanimously . The real -estate appraisals from O. J-. Janski &. Associates for both parcels of land which the HR.A-. would have to acquire on the north- side of Kenzie Terrace to- develop Phase 1 of the Kenzie- Terrace Development - Project; the immovable fixtures appraisal from C. R. Pelton & Associates for the auto body garage on one of the- parcels; and the review appraisals of both by Donald Hennessey had been submitted in separate memorandums. for H.R.A. consideration by Mr. Krier along with his recommendations for establishing just compensation based on the appraisals -for those parcels so the Executive .Director , Attorney and the Consultant .could make. offers to the .owners .to buy the properties . Mr. Krier indicated ..the appraisers who had' been selected are so well known and-accepted in legal •circles that he anticipates there would- be no problems having the compensation figures accepted by the court, if- condemnation-is required. The Planning Consultant reported his. firm is doing. the inventories of- the garage building- and relocation. costs- have not been negotiated with the owner yet but- all these figures would be made.. available to the H.R.A. in the near future. Because the condemnation process is a lengthy one, Mr. Krier indicated it would be necessary to initiate the proceedings now-, so in case negotiations should be bogged down , the property would be available. for an October- 15th construction start. The consensus- was that Mr . Krier should proceed as he had proposed and should develop a . resolution authorizing the condemnation for considera- tion at the next- H.R.A. meeting.. Motion by Secretary/Treasurer Marks and seconded 'by Commissioner Ranallo to adopt the resolution which establishes a just compensation of $122 , 500 for the vacant parcel of land at approximately 2601 Kenzie Terrace N.E as described in the legal description attached to this resolution, and to authorize the purchase of that parcel for Phase 1 • of the Kenzie Terrace Redevelopment Project.
