Mr. Yurick <br /> indicated that with a concrete, building, the project could probably <br /> be built in about eight months . <br /> Commissioner Jones told the Arkand. representatives he perceives they <br /> did an excellent job of presenting the project to the neighbors since <br /> the Manager has reported receiving absolutely no complaints from the <br /> residents about the height or any other facet of the proposal . <br /> Motion by Commissioner Bowerman and .seconded by Commissioner Jones <br /> to -recommend Council approval of the Planned Unit Development Concept <br /> Plan for Phase 1 of the Kenzie Terrace Redevelopment Project as <br /> proposed by the Arkand Partnership and detailed in prints of plans <br /> for setbacks, floor and .unit -designs and elevations which were sub- <br /> mitted during the public hearing before the St. Anthony Planning <br /> Commission June 21, 1983. <br /> Voting on the motion: <br /> Aye : Bowerman, Jones , Makowske, Zawislak, Wagner, and Franzese . <br /> . Abstent-ion: Bjorklund (.because of an indirect- association with the- <br /> builder) . <br /> Commissioner Bjorklund inquired about the illegal sign for the sale <br /> of worms and leeches on Stinson Boulevard near 28th Avenue N.E. The <br /> Manager told him that, with the construction by the City in that <br /> area, he is certain the sign has already been removed. He also again <br /> promised to see what he can do about the non-conforming sign further <br /> up on Stinson which advertises Apache Plaza and which is very poorly <br /> maintained. Mr. Childs would also have the Public Works Director <br /> see to 'it that the area behind the Apache Medical Center is kept <br /> mowed. <br /> With his June 16th memorandum, Mr. Childs had included several pub- <br /> lications which he believes might be helpful to the Commissioners <br /> in developing a Six Year Capital Improvement Plan for the City . He <br /> reiterated that he plans to have a State Department of Economics <br /> Planning and Development representative present at the July 19th <br /> meeting to talk on the planning process and to help the Commissioners <br /> get started on the Plan. Referring to the 1980 City of St. Anthony <br /> Comprehensive Plan dealing with capital improvements , Commissioner <br /> Bjorklund indicated he would like to see smaller items , such as squad <br /> cars, eliminated from the new plan and only major capital expenditures <br /> included-. Commissioner Jones suggested the various department heads <br /> start- now to prepare the lists of capital improvements they see a need <br /> • for 'in *the 'next six years and Mr. Childs indicated he plans to have <br /> each of these persons appear before the Commission to personally <br /> present their proposals and plans . <br />
