-5- <br /> recall had been the all-night use of Central Park for the national <br /> emergency alert exercises and the early morning plowing of the school <br /> parking lots by City crews . <br /> Councilman Makowske said she still believed the wrong message was <br /> being given to the City youths that they couldn't have fun in the <br /> parks without drinking beer and suggested several changes in the <br /> wording .of Section 14 of the Park Ordinance which would eliminate <br /> the use of any type of beer in the parks altogether . Councilman <br /> Marks told her he supported her recommendations , having always <br /> believed the City was encouraging park activity participants to . <br /> ignore the "No Alcoholic Beverages" signs the City has posted in the <br /> parks . Mayor Sundland said the wording on those signs might need <br /> to be revised, but he still contended that, by not issuing the per- <br /> mits , the City would only be driving the use of beer underground. <br /> This stand was fully supported by Councilmen Enrooth and Ranallo <br /> who saw no need for changing the ordinance until there was evidence <br /> of a pattern of serious violation of the permits . <br /> When it became obvious her amendment would fail by a three to two <br /> vote , Councilman Makowske indicated she would not put her suggestions <br /> into a motion but that she appreciated having the opportunity to <br /> express the strong feelings she has on the matter. <br /> Motion by Councilman Ranallo and seconded by Councilman Marks to <br /> approve the third reading and adopt the ordinance which establishes <br /> new water rates for the City. <br /> ORDINANCE 1984--001 <br /> AN ORDINANCE RELATING TO WATER RATES; AMENDING <br /> SUBDS . 2 AND 3 OF SECTION 550 : 00 OF THE 1973 <br /> CODE OF ORDINANCES OF THE CITY OF ST.
