October 24, 1989 Council Meeting <br /> page 6 <br /> 1 The Acting City Manager distributed a copy of the existing closing hours <br /> 2 of. operation for restaurants/drive-throughs in the. City to the Council . <br /> 3 Ranallo stated his opposition to an ordinance change. He felt St. Anthony <br /> 4 is a "bedroom" community and the additional traffic this type of operation <br /> 5 would have late into the morning would be a disturbance. Mayor Pro.Tem <br /> 6 Ranallo also stated that he had talked to a number of residents, one of <br /> 7 whom wished the Shopping Center closed at 10:00 P.M. None of the residents <br /> 8 talked to wanted the hours to be extended. Makowske observed the Council <br /> 9 is being asked to make a policy change. She has given this request con- <br /> 10 siderable thought since the last Council meeting and is of the opinion that <br /> 11 the residents prefer the "bedroom" community position. She supports the <br /> 12 <br /> 13 ordinance remaining as it is. <br /> 14 <br /> 15 Marks was of the opinion that other restaurants in the community would not <br /> 16 change their hours of operation. He referred to letters he received about <br /> 17 this issue and noted that only one addressed traffic. <br /> 18 <br /> 19 Enrooth noted he had not been contacted regarding this issue but referred <br /> 20 to the letters received from business people in the St. Anthony Shopping <br /> 21 Center. He observed that one of them is going out of business and the other <br /> 22 expressed an interest in staying in the Center but the costs were prohibitive. <br /> 23 <br /> ,24 DiSanto advised the Council he-had personally contacted the business people • <br /> 25 mentioned, noting that they had month-to-month leases. He wanted them to commit <br /> 26 to long term leases. He felt they were not being forced out of the Center. <br /> 27 <br /> 28 Ranallo felt DiSanto at the previous Council meeting was telling the- Council <br /> 29 how to run the 'City. DiSanto inquired if the rest of the Council shared Ranallo' s <br /> 30 opinion and if they did he would make a public apology as it was not his intention <br /> 31 to tell the Council how the City should operate. No one on the Council verbally <br /> 32 concurred with Ranallo and DISanto did not maize an apology. DiSanto observed <br /> 33 that no one spoke against the ordinance change at this meeting nor at the Planning <br /> 34 Commission meeting. <br /> 36 Ranallo noted he had discussed this issue and other agenda items with the Mayor <br /> 37 during a telephone conversation. <br /> 38 <br /> 39 Ranallo felt the Council was addressing two issues: a change to the City - <br /> 40 Ordinance concerning the hours of operation of restaurants and drive- <br /> 41 throughs and the management company's business with the St. Anthony <br /> 42 Shopping Center's existing tenants, which are not related issues. <br /> 43 <br /> 44 Motion by Enrooth, second by Marks to close the hearing at 8:25 p.m. . <br /> ` 45 <br /> 46 Motion carried unanimously <br /> 47 <br /> 48 Marks observed that no one came to speak against this ordinance nor did anyone <br /> 49 call City Hall regarding the ordinance: He doesn't feel the later hour for • <br /> 50 closing this restaurant will change the nature of the community. <br /> Motion by Marks, second by Enrooth to approve the first reading ,of Ordinance <br /> No. 1989-002. <br /> Roll call : Marks, Enrooth - aye- Ranallo, Makowske - nay <br />
