ft <br /> `i <br /> THROUGH LOT: Section 2 Subdivision 2 number 52. defines "through lot." The City <br /> Attorney and I have discussed if the lots on the Coolidge/Kenzie Terrace/St. Anthony • <br /> Boulevard triangle could be defined as through lots. If so, the setbacks for this site would <br /> be 35 feet on the east,west and south side of any structure constructed. The open space east <br /> of the proposed development is County right-of-way and at any time could be used to <br /> develop or redesign Kenzie Terrace. The question that has not been answered is if right-of- <br /> way can be used to interpret setback. The Attorney is researching this question. <br /> COMPREHENSIVE PLAN: The City's comprehensive plan needs to be reviewed to <br /> determine how this area should be zoned. The present Land Use Plan is not clear on what <br /> the appropriate use for this area should be. The City began to discuss land use questions at <br /> the time of the Kenzie Terrace Revitalization Program, however, this area was not included. <br /> It may be appropriate that this area be studied to determine the most appropriate land use, <br /> traffic circulation and image as a gateway into St. Anthony. <br /> STAFF RECOMMENDATION <br /> No formal action is needed by the Planning Commission other than comments on the proposed <br /> development. Because the development does not meet the requirements of the ordinance, the <br /> developer must make the decision if they would like to proceed with development of this site. <br /> Regardless of this proposal, there are many planning issues in this area. The Planning Commission <br /> may want to recommend a moratorium on development of this area until all the planning questions <br /> relating to use, traffic and the comprehensive plan can be addressed. <br /> • <br />
