• (8) Where a ground level sign is proposed with berming, a diagram <br /> showing grade level and dimensions of the berm. <br /> (9) Where a shopping center's comprehensive sign plan is submitted, <br /> the plan must include the location, size, height, color lighting and <br /> orientation of all signs. <br /> (10) Where a ground sign plan is submitted, the plan must include the <br /> location of the sign in relation to the lot lines and the building height, <br /> including any difference from the established grade, size, color, lighting <br /> and hours of illumination. <br /> Subd. 4. Permit Issuance. <br /> (1) Each application must be reviewed for compliance by the City <br /> Manager or the Manager's designee. <br /> (2) If the proposed sign complies with this Chapter, a permit will be <br /> issued within 30 days after the application date. <br /> (3) A sign permit will become null and void if the work for which <br /> the permit was issued has not been completed within one year of <br /> • its issuance, or renewed. Application for renewal will consist of <br /> - the same procedures as the initial application for permit, <br /> including payment of any fee. <br /> -Subd.-5:-Shopping- Centers Comprehensive Sign Plan. _A comprehensive <br /> plan must be provided for the whole of a shopping cen ter development.-This <br /> plan includes the location, size, height, color, lighting and orientation of all <br /> signs, and must be submitted for preliminary plan approval. When a <br /> comprehensive plan is presented, exceptions to the regulations of this <br /> Chapter may be permitted if the sign areas and densities for the plan as a <br /> whole are in conformity with the intent of this Chapter and if such exception <br /> results in an improved relationship between the various parts of the plan as <br /> determined by the Council. Comprehensive Sign Plans will be reviewed by <br /> the City Planning Commission who will forward a recommendation to the <br /> Council on the appropriateness of the proposed plan. <br /> 1400.09 Ground Signs.
