The City Manager advised the Council of the <br /> 7 revision made to the resolution. The revision addressed Ramsey <br /> 8 County' s providing of additional evaluation of specific -sites <br /> 9 and issues pertaining to the Silver Lake Road Improvement <br /> 10 Project rather than a detailed design. <br /> 11 <br /> 12 Motion by Enrooth, second by Wagner to adopt Resolution No. <br /> 13 91-042 being a resolution supporting a design for the <br /> 14 reconstruction of Silver Lake Road between Silver Lane and I- <br /> 15 694 . <br /> 16 <br /> 17 Motion carried unanimously <br /> 18 <br /> 19 Doug Jones advised that Terry Noonan, a limnologist , had <br /> 20 requested a letter from the Silver Lake Homeowners Association <br /> 21 regarding the drainage plan for the Lake to be included in the <br /> 22 sidewalk project on the south side of the Lake. It is the <br /> 23 concern of the members of the Association that the drainage <br /> 24 not go into the Lake and hopefully this is being addressed in <br /> 25 the Ramsey County reconstruction plan . Jones also noted that <br /> .26 representatives of the Rice Creek Watershed District had <br /> 27 suggested the drainage plan be redesigned and funding options • <br /> 28 be considered. <br /> 29 <br /> 30 The City Manager stated that drainage was not addressed at the <br /> 31 recent meeting regarding this project but it has been <br /> 32 discussed previously. It is understood that drainage cannot be <br /> 33 directed into Silver Lake but must go through holding ponds . <br /> 34 He advised that- a re-design cannot be done and that the City <br /> 35 Attorney is presently reviewing the petition from the Rice <br /> 36 Creek Watershed District . <br /> 37 <br /> 38 C. Insurance Premium Payment for Fire Relief Association <br /> 39 A memo was received from the Finance Director advising the <br /> 40 Council that .annually the City receives funds from the State <br /> 41 for Fire State Aid. This funding comes from a 2% premium <br /> 42 placed on homeowner ' s fire insurance and is designated for the <br /> 43 Volunteer Firefighters Relief Association. This funding is <br /> 44 receipted in by the City and paid out to the Fire Relief <br /> 45 Association. <br /> 46 <br /> 47 Motion by Fleming, second by Marks to approve payment of <br /> 48 $20 , 233 to the St .
