5 <br /> 1 five issues to discuss at the next work session. <br /> 2 Storm Water Study <br /> 3 City Manager Burt advised that a meeting between the consultant engineer, <br /> 4 City officials, and Hennepin County Commissioner Makowske must be <br /> 5 scheduled, as the Commissioner needs a report to justify the $5,000 <br /> 6 contribution for the study from Hennepin County. <br /> 7 Agreement for Custodial Services at the Parkview Facility <br /> 8 The City Manager noted that this agreement was previously signed by past <br /> 9 City Manager David Childs and past Acting City Manager Sue VanderHeyden <br /> 10 without City Council approval. Because of the dollar amount, the Council will <br /> 11 now need to act upon this agreement. Mr. Burt stated that he has looked into <br /> 12 contracting out for custodial service and heating plant maintenance, and that <br /> 13 it would less than contracting with the school district. Mayor Ranallo advised <br /> 14 that the City Manager first discuss this matter with the school district Acting <br /> 15 Superintendent, and then with the School Board during the joint City <br /> 16 Council/School Board meeting. The Council agreed that the service from <br /> 17 the School District has not been satisfactory, and that they would agree to <br /> *8 contract outside so as to save money and receive better service. Brad <br /> 19 Bjorklund, former Planning Commission member and a member of the <br /> 20 audience, is aware of the maintenance problems and agreed with the City <br /> 21 Council. <br /> 22 9. NEW BUSINESS <br /> 23 A. Resolution 91-048, Re: 1992 Ramsey County SCORE funding for Recycling <br /> 24 Program <br /> 25 Motion by Marks, second by Wagner to adopt Resolution 91-048; approving <br /> 26 the submittal of the 1992 Ramsey County SCORE funding grant application <br /> 27 and entering into a contract for this program. <br /> 28 Motion carried unanimously <br /> 29 B. Recycling Bin Lids <br /> 30 Management Assistant Urbia stated that there has been interest from some <br /> 31 Councilmembers and St. Anthony residents in making these lids available. Mr. <br /> 32 Urbia demonstrated how the lid worked. The Council agreed with <br /> 33 Management Assistant Urbia's recommendation to purchase 50 recycling bin <br /> 104 lids, which will be available to the public in January at a cost of $3.00.
