REGULAR COUNCIL MEETING
DECEMBER 7 , 1992
PAGE 8

He said there was a one and one half million dollar decrease
in one commercial property in the City . In July , the State
mandated that municipalities pay sales tax on all of its
taxable purchases and decreased the amount of Local Government
Aid the City was to receive as well .

The Mayor recalled that the 1992 budget was a "stand in place"
budget and there was no increase.

He cautioned those present that the discussion was to focus on
the budget and not on property values at this meeting.
Frequently, the distinction is not made between the two.

With the use of overhead graphs , the City Manager reviewed the
budget by departmental expenditures and revenues as proposed
for 1993 . The proposed increase for St . Anthony is 4 . 9% .

The City Manager advised that the property values decreased in
the City because of the new two tier tax structure. Market
rate changes have impacted the City and the City has no
control over this . He corrected the market value decrease in
St . Anthony to five million dollars rather than two million
dollars .

Burt noted that many commercial and industrial properties had
decreased in value as well as residential . The residential
values fell approximately two and one half million dollars . He
also advised that some of the City' s Local Government Aid had
been taker, away and used to balance the State ' s budget . St .
Anthony was one of three cities who had its aid reduced in
1992 .

It was the observation of the City Manager that some of the
City ' s equipment is wearing out and can no longer have costly
maintenance or replacement deferred .

The Mayor invited residents and property owners in attendance
to address their concerns and questions to the Council or to
staff members present .

Scott Waldemar felt the comparison between Maple Grove and St .
Anthony which the City Manager made could not be accurate . He
cited the larger population and industrial tax base enjoyed by
Maple Grove.- The City Manager responded that the impact of the
new market values placed on property has affected all
municipalities .
•
