STAFF REPORT <br /> DATE: December 17, 1996 <br /> TO: Planning Conu-nission Members <br /> FROM: Ki m Moore-Sykcs, Management Assistant <br /> ITEM: Ground Sign Ordinance <br /> Recently, the City became aware of a ground sign that was installed at a residence <br /> advertising an in-home daycare business. When Larry Hamer notified the homeowner that <br /> the ground sign was not approved and no permit had been pulled. The homeowner <br /> indicated that he received a copy of the City's Sign Ordinance and had assembled the sign <br /> according to the Ordinance. <br /> In reviewing the Sign Ordinance regarding ground signs, Staff found that ground signs are <br /> allowed in "all districts", including R-1 (Chapter 14, Section 1400.10). Staff does not feel it <br /> was the intent of the Ordinance to allow, ground signs in residential districts as well as <br /> commercial district, especially since the City Code does not allow in-home businesses, <br /> except those State licensed facilities permitted under Minnesota Statutes, Section 462.357, <br /> Subd. 7 and includes licensed daycare and licensed residential facility. <br /> RECOMMENDATION: <br /> Staff recommends that the Planning Commission consider and incorporate the following <br /> amendments to the Sign Ordinance: <br /> — stipulate type of sign that would be allowable for daycare providers and residential <br /> facilities. <br /> — list districts in the Sign Ordinance where ground signs would be allowable, i.e. <br /> R-2, R-3, R-4, C, etc. <br /> other revisions/amendments as the Planning Commission finds appropriate. <br />
