City Council Regular Meeting Minutes <br /> November 12, 1996 <br /> Page 5 <br /> Mornson asked if any Councilmembers would be attending the program featuring Dr. Benson on <br /> 2 Thursday evening Councilmember Faust and Marks stated they planned to attend the event. <br /> 3 Mornson reported he and Liquor Store Operations Manager Mike Larson are continuing to work <br /> 4 on the bids for an inventory control system for both the off-sale liquor stores and hope to present <br /> 5 it to the Council at the meeting on November 26, 1996. Momson reported he had met with First <br /> 6 Bank today regarding the expansion of the Tires Plus Store. The Preliminary bid has been <br /> 7' reduced by $100,000.00 but is still higher than was expected. Mornson stated First Bank is <br /> 8 currently Working'to devise a funding package. <br /> 9 Mornson reported the City was intending to take over the kitchen operation at the Stonehouse on <br /> 10 December 9, 1996, as the caterers last day was believed to be December 6, 1996. It has now <br /> I I been determined that their last day of operation with be next week. Mornson noted he will be <br /> 12 meeting with Mike Larson this evening to discuss this situation. <br /> 13 Mayor Ranallo noted that every year the City Council hosts a breakfast for Staff in December. <br /> 14 There was Council direction for City Manager to poll Staff and see if they were interested in <br /> 15 attending the breakfast this year. <br /> 16 VIII. PUBLIC HEARING. <br /> 17 A. Resolution 96-06 1, re: Modification of Redevelopment Plans and Tax Increment <br /> 18 Financing Districts. <br /> 19 Mayor Ranallo opened the public hearing at 7:45 P.M. <br /> 20 <br /> 21 Bob Manske, School Boardmember, asked why such a small amount of Tax Increment <br /> 22 Financing (TIF)was allocated for the Clark Station site. <br /> 23 Mayor Ranallo explained that testing has determined that the Clark Station site is clear of <br /> 24 foreign material. He noted that this does not mean foreign material will not be discovered <br /> 25 as the site is dug deeper. The property is priced at$80,000.00 and the $40,000.00 in TIF <br /> 26 is intended to assist a developer to afford the property. <br /> 27 Wagner noted on page 2 of Staff memorandum, ''Evergreen Twin Homes" should be <br /> 28 ' changed to "Village Commons". He also noted this item is listed correctly in the official <br /> 29 amendment. <br /> 30 Hearing no further comments,Mayor Ranallo closed the public hearing at 7:51 P.M. <br /> 31 <br /> 32 Motion by Marks, second by Enrooth to approve Resolution 96-061, approving 1996 <br /> 33 amendments to master modification to redevelopment plans and Tax Increment Financing <br /> 34 Plans and making findings with respect thereto and the correction in the Staff <br /> 35 memorandum on page 2: change"Evergreen Twin Homes"to"Village Commons". <br /> 36 <br />
