City Council Regular Meeting Minutes <br /> • July 8, 1997 <br /> Page 4 <br /> 1 now it has happened again. She stated the north area of the City was assured protection with <br /> 2 the addition of three holding ponds. She asked that the south side be given the same protection. <br /> 3 Ms. Kuharski stated that in 1987, she was told that they had experienced a 100 year storm <br /> 4 and the flooding would not happen again. The storm this year was far worse than the storm <br /> 5 in 1987. She stated the neighborhood needs help now. St. Anthony is a first-ring suburb and <br /> 6 it would be a shame to lose good residents not due to crime and violence but due to unsafe <br /> 7 conditions due to flooding. <br /> 8 Sue Kozarek, 4029 Shamrock, stated she had previously lived on 29th Avenue and West <br /> 9 Armour Terrace but moved to get away from the water. During the recent storm, the storm <br /> 10 sewer system backed up and resulted in 7.5 feet of water in her basement. The force of the <br /> 11 water was so strong from the storm sewer that it burst through the downstairs doors and <br /> 12 flooded her basement which included a bedroom, an office and a work space. The storm <br /> 13 sewer cannot handle the water and the result is devastating. She asked that the City please <br /> 14 look at the storm sewer system. <br /> 15 Ms. Kozarek stated.she was also upset that she had not received any help from the City. If it <br /> 16 were not for friends and co-workers, she did not know how she would have gotten by. She <br /> stated all her food had to be thrown away due to the threat of hepatitis and all her pictures <br /> and her wedding dress are gone. <br /> 19 Linda Gonier, 351.6 Skycroft Drive, stated the park is behind her house. As a result of the <br /> 20 storm, there is 15 inches of water in her basement. The neighbors to the east and west of her <br /> 21 are dry. Her basement has become an emergency holding pond for the park. She stated that <br /> 22 at the meeting six years ago, the neighbors asked that a berm be installed around the park to <br /> 23 offer them protection. She asked that this option be reconsidered. She stated that her home <br /> 24 is in a low area and she has had problems previously, as had the previous owner. She is in <br /> 25 the process of trying to improve the sump pump situation and has installed tubing with drains <br /> 26 in the yard to take the water to the park. She again asked that the installation of the berm be <br /> 27 reconsidered. <br /> 28 Joe Bredemus, 2705 St. Anthony Boulevard, stated the City had built new streets with bigger <br /> 29 pipes which go into smaller drains that cannot handle the water. The,City of Minneapolis has <br /> 30 a big pipe which St. Anthony could tie into but it was determined that this was too expensive <br /> 31 and this was not done. He suggested the City obtain some type of federal aid funds. <br /> 32 Tom Hoban, 2705 Pahl Avenue N.E., stated that the last time he spoke to the Council it was <br /> 33 in regard to this same issue. At that time the City stated they would do a study and then <br /> 34 assessed a $3.00 fee on the sewer and water. He asked that the City consider building another <br /> 35 holding pond or put a building moratorium in effect. He stated he was tired of seeing 82 year <br /> 0 old men having to be rescued because the water is too deep. <br /> 37 Mike Jacobs, 2914-29th Avenue N.E., stated it was hard not to get emotional when this <br /> 38 happens as many times as it has. He stated he did not feel he had it in him to go through this <br />
